Pune Small Property Owners Denied Promised Tax Relief in PMC Budget

Owners of smaller properties in Pune, who were anticipating significant tax relief as pledged by political leaders, have been left waiting indefinitely. During the recent Pune Municipal Corporation (PMC) budget announcement by its standing committee, no comprehensive tax waiver was declared for properties measuring up to 500 square feet. This decision starkly contrasts with the policy implemented by the Brihanmumbai Municipal Corporation (BMC), which has provided such exemptions.

Broken Promises and Limited Benefits

The Bharatiya Janata Party (BJP) had explicitly promised a blanket tax waiver for small properties in its manifesto during the recent civic elections. However, the PMC has now offered only a 50% tax discount, and this concession is restricted exclusively to properties owned by women. Civic activists have vehemently criticized this move, labeling it a betrayal of citizen trust.

"Political parties had committed to providing a blanket waiver, which would have assisted numerous residents. Instead, the ruling party has betrayed the people. Only a select few will benefit from this scheme, making the party's promises appear entirely hollow," stated Vivek Velankar of the citizens' group Sajag Nagrik Manch.

Administrative Justifications and Future Plans

In response, standing committee chairman Shrinath Bhimale defended the decision during a press briefing on Tuesday. "We intend to offer additional relief measures in the coming days. The initial step is to grant a waiver to women property owners," he explained. According to PMC budget data, approximately 14.92 lakh properties fall under its jurisdiction. As of February 19, 2026, owners of about 11.10 lakh properties have paid taxes totaling Rs 2,713.60 crore. The PMC aims to generate revenue of Rs 3,250 crore by March 31, 2026.

Amnesty Scheme and Revenue Recovery Initiatives

The budget document outlines the launch of an 'Abhay Yojana,' an amnesty scheme designed to recover penalty taxes on unauthorized constructions. This initiative will incentivize property owners through waivers on fines and interest. Additionally, Lok Adalats will be organized to resolve pending disputes efficiently.

  • Special monthly camps will be conducted across 15 ward offices to educate the public about tax collection and revenue generation.
  • The focus will be on property registration, assessment, and clearing backlogged cases.
  • The self-assessment facility for property taxes will be reintroduced to streamline processes.

Expansion and Financial Challenges

Furthermore, the civic administration plans to collaborate with the state government to implement property tax assessment in newly merged areas in a phased manner. This strategy aims to provide the necessary financial resources to develop basic amenities in these regions. The budget also highlights that the PMC has yet to recover dues amounting to approximately Rs 4,770 crore from mobile towers, indicating ongoing financial challenges.
