The narrative of BJP's ascendancy in Dibrugarh constitutes one of the most extraordinary political journeys within Assam's electoral chronicles. When the party initially ventured to contest this seat in 1985, its candidate Lalit Chandra Bordoloi garnered a mere 260 votes—a humbling performance that might have discouraged less determined political organizations from ever returning. Few could have envisioned that the identical party would eventually transform Dibrugarh into one of its most impregnable fortresses across the state.

"The people of Dibrugarh have waited excessively long for fundamental solutions. Waterlogging, Brahmaputra erosion, the deteriorating Dibrugarh Town Protection (DTP) Drain—these are not novel problems, yet they persist unresolved even after two decades," stated Ranjan Bordoloi, a local resident.
Critics have additionally highlighted inadequate street lighting across a city projected as Assam's second capital—an irony not lost on inhabitants, considering Phukan serves as the state's Power Minister.
