Goa Police Secures Top National Ranking with 70% Conviction Rate Under New Criminal Laws
In a significant achievement for law enforcement, the Goa police have maintained an impressive 70% conviction rate in cases registered against criminals under the newly implemented criminal laws. These include the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA). The state has secured the first position in the country for the implementation of these Nyaya Sanhitas, as announced by Director General of Police (DGP) Alok Kumar.
Dynamic Rating and Commitment to Excellence
DGP Alok Kumar emphasized that this ranking is dynamic and that the Goa police are dedicated to retaining their top position, which was achieved two months ago. He stated, "This is not just a ranking — it is a reflection of collective commitment, coordination, and innovation across all pillars of the criminal justice system." Kumar made these remarks after inaugurating an exhibition on the Nyaya Sanhita at Kala Academy on Thursday, highlighting the importance of public awareness and participation in driving change.
Comprehensive Reforms and Technological Integration
The Goa police have achieved remarkable milestones in various areas of reform. They have secured 100% in administrative reforms, ensuring complete readiness for implementation, and 92% in information and communication technologies (ICT) applications. This includes the use of e-Summons, Nyaya Shruti, and MedLeaPR to enhance efficiency. Kumar noted that the police achieved 100% in system integration, enabling seamless coordination between police, courts, prisons, forensic science, and prosecution departments.
He highlighted strong progress in operational efficiency, with robust compliance in zero FIR, forensic integration, and evidence-based investigation. Kumar added, "Awareness brings change, understanding brings change, and participation brings change. And that is precisely why this Nyaya Sanhita Exhibition has been organised. This exhibition takes you through the entire journey of justice." Through interactive stalls and live skits, representatives from all pillars of the criminal justice system have worked to bring the law out of books and into real-life scenarios.
Key Legal Reforms and Technology-Driven Initiatives
The Nyaya Sanhita introduces several critical reforms aimed at improving the justice system. These include time-bound investigation and trial, trial in absentia to ensure absconders cannot escape justice, limits on adjournments to reduce delays, and enhanced undertrial dignity. In Goa, these legal reforms have been complemented by technology-driven policing initiatives.
Kumar pointed to the AI-ML lab and PRISM intelligence fusion center as key components, along with tools like deep trace and radical content analyser. These innovations support the police in maintaining high standards of investigation and conviction rates. The integration of technology with legal frameworks has been pivotal in achieving the 70% conviction rate and top national ranking.
