Jharkhand Announces Formation of Water Resources Commission for Enhanced Governance

In a significant move towards systematic water governance, the state of Jharkhand is planning to establish a dedicated Water Resources Commission. This body will be tasked with providing real-time updates on river basin water availability, overseeing multidimensional development initiatives, and ensuring the efficient management of aquatic assets across the region.

Technical Expertise Sought for Commission Roles

The water resources department issued a fresh call for applications on Thursday, seeking full-time technical experts to lead the commission. The positions require specialists in key areas such as hydrology, water resources development, and soil conservation or agriculture. A high-level committee will oversee the selection process, with chosen experts expected to serve a two-year term to ensure continuity and expertise.

Prashant Kumar, secretary of the department, elaborated on the commission's objectives. "The proposed commission will study and develop a comprehensive database of water resources in the state to advise the government on the sustainable utilization of both river basins and groundwater," he stated. "The aim is to ensure that water demand and supply are met in a sustainable manner, addressing current and future needs."

Timeline and Previous Challenges

Kumar indicated that the commission is expected to be fully functional within three months, following the recruitment of experts. "We had invited applications earlier but did not receive a good response, which led to delays in the formation of the commission," he explained. "We have invited applications again to ensure a high calibre of technical expertise, which is crucial for the commission's success."

Structure and Focus Areas of the Commission

Chaired by the development commissioner, the commission will comprise heads of various departments, chief engineers, and technical experts from sectors including climate change, environment, and farming. A primary focus will be the creation of a basin-based information system. This digital repository will integrate a hydrological information system (HIS) featuring data on:

  • Rainfall patterns and trends
  • Streamflow measurements and analysis
  • Evaporation rates and water quality assessments

Supported by advanced GIS and remote sensing maps, the system will track land usage, catchment areas, forest cover, and drainage patterns across the state's major tributaries, providing a holistic view of water resources.

Policy Review and Development Initiatives

Beyond data collection, the commission will review existing policies and interstate river basin agreements, advising on improvements and the introduction of new schemes. It will also formulate irrigation schemes for rivers with catchment areas exceeding 100 square kilometers and identify regions requiring lift irrigation due to geographical constraints.

Special emphasis will be placed on underground pipeline (UGPL) and mega lift irrigation schemes. The commission will determine optimal energy costs per hectare and draft frameworks for their long-term maintenance, ensuring efficiency and sustainability.

Addressing Climate Change and Future Challenges

The commission will proactively address climate change challenges by reviewing current cropping patterns and recommending technological alternatives to match future water demand. Experts will evaluate ongoing irrigation projects to suggest corrective measures and study flood control strategies to mitigate drainage issues, enhancing resilience against environmental shifts.

This initiative marks a proactive step by Jharkhand towards sustainable water management, leveraging technical expertise and data-driven approaches to secure water resources for generations to come.
