Telangana Congress Government Accused of Withholding Thousands of Official Documents
In a significant development within the Telangana Legislative Assembly, former minister and senior Bharat Rashtra Samithi (BRS) leader T Harish Rao has leveled serious allegations against the ruling Congress government. Rao claimed that a staggering 15,700 Government Orders (GOs) issued over the past two and a half years have not been made available to the public through online portals.
Transparency Claims Questioned as Majority of GOs Remain Offline
Participating in a heated debate on grants within the assembly on Thursday, Harish Rao directly challenged the state government's repeated assertions of maintaining transparency in governance. According to his detailed statement, these missing GOs constitute approximately 80% of all official orders issued since the Congress administration assumed power. The former minister revealed that BRS leaders had to resort to the Right to Information (RTI) Act to obtain details about these documents, subsequently filing a case in the High Court.
The court has now issued a directive mandating the immediate online publication of all pending Government Orders, putting additional pressure on the administration to comply with transparency norms. Rao also raised pointed questions regarding the appointment and continued service of retired officers within various government departments, suggesting potential irregularities in personnel management.
Controversial Extension of Pay Revision Commission Draws Criticism
Beyond the transparency issues, Harish Rao strongly objected to the state government's recent decision to extend the Pay Revision Commission (PRC) for government employees by an additional six months. He emphasized that when the legislative assembly is actively in session, the government cannot implement any significant policy decisions without formally announcing them before the house. "The government has violated this established convention by issuing a memo that extends the PRC timeline without proper legislative disclosure," Rao stated during the assembly proceedings.
The BRS deputy leader reminded the assembly that during election campaigns, the Congress party had made specific promises to implement the Pay Revision Commission within six months of coming to power. "Now, after two and a half years have passed, they have extended the deadline by another six months, delaying crucial financial revisions for thousands of government employees," he added, highlighting what he characterized as broken electoral commitments.
Historical Context and Employee Benefits Under Previous Administration
Harish Rao provided historical context by contrasting the current administration's approach with that of the previous BRS government. He noted that during their tenure, the BRS administration had successfully implemented two separate Pay Revision Commissions that resulted in a substantial 72% increase in salaries and benefits for government employees. Furthermore, the BRS government had established a new PRC and provided an interim revision in 2023 to address employee concerns promptly.
The former minister also expressed deep concerns about numerous pending benefits for both serving and retired government employees, including:
- Delayed payment of Dearness Allowance (DA) adjustments
- Outstanding financial benefits promised in previous agreements
- Pension revisions for retired personnel
- Other ancillary benefits that have been postponed indefinitely
Rao's comprehensive critique underscores growing tensions between the opposition and ruling party regarding governance transparency, employee welfare, and adherence to legislative protocols.
