Nagpur Civic Body Finally Approves Green Nets for Traffic Intersections
In a significant move to address the city's heatwave challenges, the Nagpur Municipal Corporation's standing committee has finally given its approval for the installation of green nets at key traffic intersections. This decision comes after a prolonged delay that had left motorists exposed to harsh sunlight while waiting at signals.
Bypassing Tenders to Expedite Implementation
Standing Committee Chairperson Shivani Dani Wakhare acknowledged the delay in the project's approval process. To prevent further lag, the civic body has decided to bypass fresh tenders and assign the work directly to last year's L1 bidders at existing rates without any revision. This strategic move is expected to accelerate the implementation timeline significantly.
The Rs 65 lakh proposal had originally received the municipal commissioner's approval on March 30, but took nearly 20 days to reach the committee for final clearance. The traffic department has now been directed to install these green nets at 18–20 key junctions by April 30, with provisions for potential expansion to additional locations based on effectiveness and need.
Multiple Infrastructure Projects Approved Simultaneously
While the green nets project dominated discussions, the committee also cleared several other important infrastructure proposals during the same meeting. These approvals demonstrate the civic body's broader commitment to urban development alongside immediate heat relief measures.
Road and Sewer Projects: A road project in Dharampeth (Ward 13) estimated at Rs 56.47 lakh was approved after receiving a bid that came nearly 35% below the original estimate. In Laxmi Nagar, a substantial Rs 1.36 crore sewer line project on Hampyard Road received administrative sanction, addressing critical sanitation infrastructure needs.
Fire Department Initiatives: Fire safety received significant attention with multiple approvals. The panel granted a six-month extension for 53 contractual firefighters, though this remains subject to ongoing high court proceedings regarding their regularization. Additionally, the committee sanctioned over Rs 35 lakh for uniforms for 189 personnel and cleared the procurement of a foam-tender fire vehicle worth Rs 1.22 crore to enhance emergency response capabilities.
Committee Flags Irregularities, Orders Investigation
In a notable development highlighting increased scrutiny, the committee rejected a proposal to extend the tenure of retired project management consultant Pramod Gawande, who had been appointed for land acquisition work. The town planning department had sought a six-month extension citing ongoing projects, but objections raised by Congress corporator Wasim Khan over alleged irregularities led the panel to deny the request.
Instead of granting the extension, the committee directed the general administration department to conduct a detailed inquiry into the matter. Chairperson Wakhare emphasized that accountability in land acquisition processes is non-negotiable, given the significant stakes involving public funds and crucial urban planning decisions that affect the city's development trajectory.
Additional Approvals and Observations
The committee also approved several other infrastructure projects, including a CC road in Dharampeth (Ward 12) and a Rs 25.57 lakh water pipeline project in Lakadganj. These approvals reflect the municipal corporation's ongoing efforts to improve basic urban amenities across different neighborhoods.
During the meeting, the panel noted a concerning rise in election-related printing expenditure due to increased demand for voter lists, highlighting how electoral processes can impact municipal finances and operations.
The approval of green nets at traffic intersections represents a reactive approach to predictable heatwave conditions that Nagpur experiences annually. While the initiative will provide much-needed relief to motorists, the delay in implementation underscores the challenges municipal bodies face in proactive planning for seasonal weather patterns that significantly impact urban livability.
