Goa MLA Vijai Sardesai Accuses Government of Pushing Margao Master Plan 2041 Without Public Consultation

Panaji: In a significant development, Goa Forward Party (GFP) MLA Vijai Sardesai has leveled serious allegations against the state government, claiming it is attempting to force the implementation of the Margao Master Plan 2041 without proper consultation with local residents and elected representatives. The controversy centers on what Sardesai describes as a lack of transparency and secrecy surrounding the urban planning initiative.

Allegations of Secrecy and Delays in Master Plan Process

Sardesai specifically pointed fingers at Public Works Department (PWD) Minister Digambar Kamat, who also serves as the Margao MLA, accusing him of being particularly secretive about the master plan details. This opacity, according to Sardesai, is directly contributing to further delays in the planning process.

"The plans for the master plan that the government intends to make for 2041 for Margao, Valpoi, and Ponda, particularly the one for Margao, are delayed," Sardesai stated. "The plan is supposed to be a futuristic vision. We don't know what that plan entails. Nobody is telling us anything, so what are we supposed to tell people who ask us about the plan? This is precisely why there is growing opposition."

GFP Vows to Block Plan Without Public Consent

The GFP MLA made it unequivocally clear that his party will not allow the Margao Master Plan 2041 to be approved without obtaining genuine public consent, emphasizing that people's interests must come first in any development initiative.

"The Margao plan includes Fatorda, but without proper stakeholder consultation, various projects are being included in the plan," Sardesai explained. "For instance, the Margao garden is now being proposed to be replaced with some government building. There needs to be development by consent. To achieve this, we need to put pressure on the government. Until comprehensive stakeholder consultation is conducted, we will not allow this plan to proceed."

Questions Raised About Other Municipal Master Plans

Sardesai also raised concerns about the master plans for Ponda and Valpoi, noting that while these appear to have been finalized by their respective municipal councils and obtained approvals from the Goa State Urban Development Agency (GSUDA), serious questions remain about whether adequate stakeholder consultations were actually held during their formulation.

The MLA's statements highlight a broader issue of governance transparency in urban planning processes, where local communities often feel excluded from decisions that directly impact their neighborhoods and daily lives. The controversy underscores the tension between top-down development approaches and grassroots democratic participation in Goa's urban policy-making.
