Chandigarh Residents Stunned by Double Electricity Bills in Single Month
Thousands of residents in Chandigarh have been plunged into financial distress this month after receiving an unprecedented double whammy: two electricity bills within a mere 15-day period. This shocking development has left many households struggling to cope with the unexpected financial burden.
Unprecedented Billing Shock
Consumers who diligently paid their electricity bills in the second week of March were stunned to receive another bill shortly thereafter, with a payment deadline set for the last week of the same month. Although the billing periods for these two invoices differ, the requirement to settle both within March has created widespread alarm and financial strain.
Many residents have expressed that managing double payments is simply impossible, especially during a month when household expenses traditionally peak due to school admissions, textbook purchases, and other annual costs.
Scale of the Issue
Sources indicate that Chandigarh has approximately 2.4 lakh electricity consumers, and around half of them have been affected by this double billing phenomenon. Residents report that this is the first time they have ever experienced such a situation, questioning the timing as "insensitive" and "poorly planned."
Official Explanation and Public Backlash
The Chandigarh Power Distribution Limited (CPDL) has clarified that the double billing is part of a transition from a bi-monthly to a monthly billing cycle. According to officials, all bills are based strictly on actual consumption readings, with no excess charges added.
However, this explanation has done little to quell public anger. The move has reignited fierce criticism over Chandigarh's decision to privatise its power distribution system. Residents and Resident Welfare Associations (RWAs) argue that the previously smooth and predictable billing system has been severely disrupted since CPDL took over.
Voices of Protest
Omkar Singh Aulakh, a resident of Sector 18 who received two bills, voiced strong objections: "This is open loot. March is already a financially stressful month for families. Middle-class consumers simply cannot pay double bills. Power privatisation is becoming a burden for Chandigarh citizens."
Baljinder Singh Bittu, Chairman of the Federation of Sector Welfare Associations Chandigarh (FOSWAC), added: "The double electricity bill is the direct result of power privatisation. Meter readings are wrong in some parts of the city, and consumers are being harassed. The system must be people-friendly. Sending two bills in a month is unjustified and financially damaging."
CPDL's Response and Future Plans
Arun Kumar Verma, Director of CPDL, provided further details: "We are currently transitioning from a bi-monthly to a monthly billing system. Because of this system change, double bills have reached consumers in March. All bills are based on actual readings, and no excess charges have been added. This is only a temporary situation. From next month, the billing cycle will stabilise to a monthly format. We have also increased staff for meter reading and bill distribution to streamline the process."
Despite these assurances, the financial impact on residents remains a pressing concern, highlighting broader issues with utility management and privatisation in the region.
