Bihar Government Prioritizes Simplified Clearances in Former Maoist-Affected Districts

In a significant review meeting focused on four districts previously impacted by Left-wing extremism, the Bihar government has issued directives to streamline environmental and forest clearance processes for critical infrastructure projects. The meeting, chaired by Chief Secretary Pratyaya Amrit, emphasized the need for transparency and efficiency to ensure timely completion of road construction and mobile tower installations in Aurangabad, Gaya, Jamui, and Lakhisarai.

Security Achievements and Development Focus

Officials reported that Bihar has achieved a Maoist-free status, with no violent attacks on police recorded since 2020. This security milestone is attributed to intensive operations conducted between January 2025 and March 2026, resulting in the arrest of 256 Maoists. With stability restored, the government is now shifting its focus to accelerated development, ensuring that welfare schemes reach every individual in these regions without obstruction.

Chief Secretary Amrit stressed that local youth and contractors should be given priority through appropriate relaxations in rules, fostering community involvement and economic growth.

Infrastructure and Connectivity Progress

The review highlighted substantial advancements in road and telecom connectivity under the Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) scheme:

  • Out of 153 sanctioned roads spanning 1,980.8 km, construction has been completed on 132 roads covering 1,825.12 km.
  • Additionally, 74 bridges have been built, enhancing accessibility in remote areas.
  • Pending forest clearance issues are being actively addressed to further improve telecommunication networks, ensuring better connectivity for residents.

Education and Financial Inclusion Initiatives

On the educational front, Eklavya Model Residential Schools are now operational in West Champaran and Jamui. Efforts are underway to secure affiliation with the Bihar School Examination Board to streamline academic processes and ensure the smooth functioning of these institutions.

Financial inclusion has seen notable improvements, with 782 bank branches currently functioning across the four districts, accounting for 10% of Bihar's total bank branches. To expand banking access further, the state government is providing rent-free space in panchayat sarkar bhawans for opening new branches, making financial services more accessible to rural populations.

Healthcare, Tourism, and Employment Enhancements

Healthcare delivery has improved significantly following the decline of Maoist influence. Health services now reach former shadow zones without disruption, with full immunization coverage rising impressively:

  1. Aurangabad: 94%
  2. Jamui: 91%
  3. Gaya: 90%
  4. Lakhisarai: 85%

The number and quality of Ayushman Arogya Mandirs have also increased, providing better medical facilities to communities.

To boost tourism and employment, Chief Secretary Amrit directed the development of necessary infrastructure in key areas:

  • Chhakarbandha hill area in Gaya
  • Bhimbandh hill region spanning Munger, Lakhisarai, and Jamui

These initiatives aim to promote local tourism, creating job opportunities. Furthermore, officials are encouraged to support local youth in participating in competitive examinations for government jobs and to foster a sports culture under the "Medal Lao, Naukri Pao" scheme, enhancing employment prospects in the region.
