Karnataka Minister Welcomes Tourism Focus in Union Budget 2026, Demands Fair Share for State

Karnataka's Minister of Industries, Law and Parliamentary Affairs, and Tourism, HK Patil, has expressed cautious optimism regarding the attention given to Karnataka tourism in the Union Budget 2026-27, while simultaneously highlighting significant concerns about the state's fair share of central funds and the implementation of tax reforms.

Mixed Reactions to Budget Proposals

Speaking to the media in Haveri on Sunday, Minister HK Patil acknowledged that he had heard parts of the Union Budget presentation. He noted that the budget discussions specifically focused on enhancing Karnataka's tourism sector, with particular emphasis on development in the coastal region and the promotion of medical tourism. "I welcome the proposal to train tourism guides and the decision on the fast trial of the Bangalore railway," Patil stated, recognizing these as positive steps toward boosting the state's tourism infrastructure.

However, the minister quickly shifted to a more critical tone, pointing out a major shortfall in the allocation of resources. "The tax grants that should be coming from the centre to the state are not arriving adequately," he emphasized, underscoring a persistent issue in federal financial transfers. Patil stressed that Karnataka is closely monitoring the situation to ensure it receives its rightful share of central funds, which he believes is essential for balanced regional development.

Call for Clarity on Tax Reforms and Federal Justice

Beyond immediate financial concerns, HK Patil raised broader questions about the implementation of tax reforms and their impact on the federal structure of India. "We need to see how they will implement tax reforms to strengthen the federal system. How will they deliver justice?" he questioned, calling for transparency and accountability in the central government's approach.

The minister further demanded a clear picture regarding the disbursement of funds that are already due to Karnataka. "There needs to be a clear picture of how the funds that are already due will be paid," he asserted, indicating that delayed or inadequate payments could hinder the state's developmental projects and economic growth.

Addressing Local Issues: SIT Investigation and Lakkundi Excavation

In addition to budget-related discussions, HK Patil addressed several local matters during his media interaction. Responding to the tragic suicide of businessman CJ Roy, the minister confirmed that the government has formed a Special Investigation Team (SIT) to probe the case. "There should be no doubt about the government; SITs are not formed just for the sake of it. SIT is the only way to quickly uncover the truth," he stated, aiming to reassure the public about the seriousness of the investigation. However, he refrained from commenting further due to limited information on the specifics of the case.

Commenting on the ongoing excavation work in Lakkundi, Patil clarified the objectives of the archaeological efforts. "We are not excavating for gold there, but are looking at the art, history, and relics," he explained, highlighting the historical significance of Lakkundi as a prominent site during the eras of the Rashtrakutas, Chalukyas, and Vijayanagara kings. The minister revealed that explorations are currently focused on uncovering the 101 temples and wells in Lakkundi, aiming to preserve and promote the region's rich cultural heritage.

Broader Context and Implications

HK Patil's statements come at a time when the Union Budget 2026-27 has sparked varied reactions across India, with some praising its initiatives and others, like West Bengal Chief Minister Mamata Banerjee, criticizing it as offering "nothing for the common man." The budget has also introduced changes in income tax slabs and rates, affecting both the new and old tax regimes, which has been a topic of widespread discussion among taxpayers and financial experts.

For Karnataka, the focus on tourism in the budget is seen as a potential boost to the state's economy, given its diverse attractions from coastal areas to historical sites like Lakkundi. However, Patil's emphasis on fair financial distribution and federal justice reflects deeper concerns about equitable development and the strengthening of state-centre relations. As Karnataka continues to watch the implementation of budget proposals, the demand for adequate tax grants and clear funding mechanisms remains a critical issue for the state's progress and governance.
