Madras High Court Directs Strict Vigilance Over Quarry Operations in Tirunelveli District
The Madras High Court has issued a directive to authorities, ordering them to maintain a strict vigil over quarrying operations and related transport services in Radhapuram taluk, located in Tirunelveli district. This significant judicial intervention came during the hearing of a public interest litigation (PIL) filed by T Rajagopal, a resident of Tirunelveli district.
Petitioner's Concerns and Court's Response
In his petition, Rajagopal sought immediate action from the authorities to prevent the movement of heavy and commercial vehicles transporting rough stones, M-sand, and other quarry materials through the narrow roads of Rajakrishnapuram and Madampillaitharmam villages in Radhapuram taluk. The petitioner highlighted the potential risks and disruptions caused by such vehicular traffic in residential areas.
During the proceedings, the additional government pleader presented a detailed report outlining the current status of quarry operations in the region. According to the report, out of 38 licensed quarries in Radhapuram taluk, 31 are currently operational. The authorities emphasized that all necessary measures are being taken to prevent illegal mining activities.
Enforcement Actions and Preventive Measures
The Tirunelveli district collector provided further insights into the enforcement actions already undertaken. Officials have seized 49 vehicles for various violations related to quarry operations and transportation. Additionally, a substantial penalty of Rs 11.97 lakh has been collected from violators, underscoring the seriousness with which the authorities are addressing the issue.
To curb unauthorized quarrying and transportation, the district collector has issued clear instructions to officials to take appropriate action against any violations. As a preventive measure, a notice board has been installed, explicitly stating that "heavy vehicles should not pass through the road." The report confirmed that since the installation of this notice, no heavy vehicles have trespassed on the village roads, indicating the effectiveness of this simple yet crucial intervention.

After considering all submissions, a division bench comprising Justice G Jayachandran and Justice K K Ramakrishnan directed the authorities to maintain strict vigilance over mining operations and related transportation activities. The bench emphasized that any violations should be met with strict and immediate action.
The judges also noted that if any lapses occur in the implementation of these directives, the petitioner retains the right to approach the court again for appropriate remedies.
