Kolhapur Police Crack Down on Illegal Sex Determination and Abortion Racket
In a significant enforcement action, the Kolhapur police have arrested a homeopath and a private individual, who allegedly acted as an agent, for purportedly carrying out illegal sex determination tests and terminating pregnancies. The arrests follow a meticulously planned operation that utilized a decoy pregnant woman to verify complaints received by the district police and health department.
Details of the Arrest and Operation
The police identified the homeopath as Yuvraj Patil and the agent as Sambhaji Shinde. After being produced before the Kagal court, the police secured their custody for three days to further investigate the case. The operation was initiated based on complaints about sex determination and illegal abortion activities at a setup in Bidri.
To verify these allegations, the police employed a decoy strategy involving a four-month pregnant woman, accompanied by individuals posing as her relatives. During the visit, the homeopath allegedly demanded Rs 22,000 for the sex determination and abortion process. This evidence prompted a swift police response.
Seizure of Evidence and Previous Cases
A police team, led by Assistant Inspector Kranti Patil, conducted a search of the premises, resulting in the seizure of critical evidence. The items confiscated included a portable sonography machine, medications used for abortion, and cash. Notably, the premises where Patil and Shinde operated were registered under the name of another medical practitioner, adding a layer of complexity to the investigation.
Assistant Inspector Patil revealed that the arrested homeopath has a history of similar offenses. "The homeopath has other cases registered against him for illegal sex determination, including one at the Radhanagari police station, another at the Bhudargad police station, and a private complaint before the first class judicial magistrate in Kagal," he stated. According to police reports, Patil was out on bail in these previous cases, highlighting ongoing challenges in curbing such illegal activities.
Broader Implications and Legal Context
This arrest underscores the persistent issue of illegal sex determination and abortion in India, despite stringent laws like the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act. The use of decoy operations by law enforcement agencies is becoming a common tactic to combat such crimes, aiming to protect vulnerable individuals and uphold ethical medical practices.
The case also raises concerns about the misuse of medical facilities and the involvement of unqualified practitioners in serious health violations. Authorities are likely to intensify scrutiny on similar setups to prevent future occurrences and ensure compliance with legal standards.
