According to the PIL, a practising advocate fraudulently obtained a sanction of Rs 1 lakh as a calamity fund in 2023. This was done by falsely claiming that a landslide occurred on his land plot in Bakroa village, located in the Ghumarwin sub-division of Bilaspur district. Investigations revealed that no such landslide took place, yet the funds were approved.

Furthermore, the PIL asserts that the beneficiary was incorrectly listed as a labourer in the official MGNREGA muster rolls, despite being a practising lawyer in Ludhiana. The petition also implicates revenue department officials and local panchayat staff, alleging their collusion with the beneficiary to facilitate the sanctioning of the funds.
