Mangaluru ADC Orders Banks to Stop Delaying Govt Loans

In a significant move to streamline welfare schemes, a senior district official in Mangaluru has issued a clear directive to banks, instructing them to stop delaying the sanctioning of loans for beneficiaries of various government direct lending programmes.

Key Directives on Loan Disbursal

The order came from Additional Deputy Commissioner Raju K during a crucial district vigilance and monitoring committee meeting held at the deputy commissioner's office on Tuesday. The meeting also reviewed the progress of the Nomadic Development Corporation and the Special Component Plan (SCP) and Tribal Sub-Plan (TSP) programmes.

During the discussions, committee members highlighted a persistent problem: banks were refusing to approve loans for beneficiaries under subsidy-based schemes run by various departments and development corporations. The primary reason cited by the banks was the applicants' low CIBIL scores.

Responding promptly to this concern, Additional DC Raju K stated that the matter would be formally brought to the notice of the lead bank. He issued clear instructions to officials present to take all necessary steps to ensure there is no unnecessary delay in loan disbursal to eligible beneficiaries.

Addressing Scholarship and Grievance Meeting Issues

Superintendent of Police (SP) Arun K added another critical dimension to the discussion. He suggested that banks should be instructed not to link loans under government schemes with other existing loans the beneficiaries might have with the banks, which often complicates the approval process.

The committee also tackled the serious issue of delays in disbursing scholarships to Scheduled Caste students at Mangalore University. Members raised concerns that these holdups were allegedly due to "mapping discrepancies." On this issue, SP Arun directed officials from the social welfare department to personally visit Mangalore University, investigate the problem, and submit a detailed report within one week.

To make grievance redressal more focused, the Additional DC instructed all tahsildars to ensure that taluk-level grievance meetings strictly discuss only issues related to Scheduled Caste and Scheduled Tribe communities.

Update on Atrocity Cases and Compensation

Deputy Director of the Social Welfare Department, Hemalatha, provided a crucial update on registered atrocity cases. She reported that within the limits of the Mangaluru police commissionerate, 61 atrocity cases have been registered this year. Compensation amounting to Rs 58.1 lakh has been disbursed in 45 of these cases.

For areas under the district police jurisdiction, she stated that 29 cases were registered, and compensation of Rs 29 lakh has been sanctioned. The process of disbursing compensation in the remaining cases across both jurisdictions is currently underway.

The meeting was attended by key officials including Directorate of Civil Rights Enforcement SP CA Simon and District Urban Development Cell project director G Santhosh Kumar.
