India's 16th National Census 2027 Kicks Off with Historic Digital First Phase
The monumental first phase of India's next national Census—the country's 16th overall and eighth since Independence—commences on Wednesday, initiating the world's largest enumeration drive. This critical exercise, last conducted in 2011, was originally scheduled for 2021 but faced postponement due to the Covid-19 pandemic, making its launch a significant milestone in demographic data collection.
Phase One: House Listing and Housing Census Details
The initial phase, known as the House Listing and Housing Census, will span six months until September. During this extensive period, enumerators will gather comprehensive data on housing conditions, available household amenities, and assets owned by households across the nation. The reference date for this leg is set at 00:00 hours of March 1, 2027, with exceptions for specific regions.
Regional Variations in Schedule:
- For Ladakh and snow-bound non-synchronous areas of Jammu and Kashmir, Uttarakhand, and Himachal Pradesh, the reference date is October 1, 2026.
- Andaman and Nicobar Islands, Delhi, Goa, Karnataka, Lakshadweep, Mizoram, Odisha, and Sikkim will conduct the Houselisting Census from April 16 to May 15, accompanied by a self-enumeration period from April 1 to 15.
- Madhya Pradesh, Andhra Pradesh, Arunachal Pradesh, Chandigarh, Chhattisgarh, and Haryana will start Houselisting Census from May 1 to May 30, with self-enumeration running from April 16 to April 30.
Phase Two: Population Enumeration and Innovative Features
The second phase, focusing on population enumeration, is scheduled for February 2027. However, in Ladakh, snow-bound non-synchronous areas of Jammu and Kashmir, Uttarakhand, and Himachal Pradesh, this phase will occur during September 2026. This leg will collect vital information on demographics, socio-economics, education, migration, fertility, and other key indicators.
Historic Firsts in Census 2027:
- For the first time, the exercise will include caste enumeration, with specific dates to be announced later, adding a crucial layer to India's social data.
- The population count drive will be entirely digital, marking a technological leap. Enumerators will collect and submit data directly through a dedicated mobile app, enhancing efficiency and accuracy.
- An online provision for self-enumeration will be available in both phases, allowing households to participate remotely and conveniently.
Financial Commitment and Broader Impact
The Union government has approved a substantial outlay of Rs 11,718.24 crore for Census 2027, underscoring the scale and importance of this nationwide initiative. This investment supports the digital infrastructure and logistical framework required for such an extensive data collection effort.
