Uttar Pradesh's Nine-Year Transformation: A Comprehensive Overview
Over the past nine years, from 2017 to 2026, Uttar Pradesh has undergone a profound and multi-faceted transformation, achieving significant strides across critical sectors including infrastructure, agriculture, power, information technology, women's empowerment, industry, health, education, and sports. This period marks a remarkable journey of development, positioning the state as a key contributor to India's growth narrative.
Infrastructure and Aviation: Building Connectivity
The state has dramatically enhanced its physical infrastructure. Expressways have expanded from just 2 in 2017 to 7 operational and 5 under development by 2026, accounting for 55% of the country's total expressways. In aviation, Uttar Pradesh now boasts 17 airports, including five international airports such as the newly operational Jewar International Airport. Air travel has skyrocketed, with passengers increasing from 59.97 lakh in 2017 to 14.23 crore in 2026. Road improvements have seen a leap from 7,168 km to 30,898 km, while the state holds 11 of India's 111 waterways. Its export readiness has improved, rising from 7th in the Export Preparedness Index in 2022 to 4th in 2024.
Agricultural Advancements and Power Sector Reforms
Agriculture remains a cornerstone, with 76% of land used for farming. Production has surged to 4 crore tons of fruits and vegetables, while sugarcane cultivation area grew from 20.54 lakh hectares to 28.61 lakh hectares. The sector's growth rate accelerated from 8% to 18%, with SGDP contribution rising from Rs 2.96 lakh crore to Rs 6.95 lakh crore. Initiatives include 86,128 solar pumps, 23,500 sq km under organic farming in Bundelkhand, and 120 operational sugar mills creating 10 lakh additional jobs.
In power, Uttar Pradesh ranks first under the Revamped Distribution Sector Scheme for loss reduction. Production capacity increased to 32,259 MW, with over 2.51 crore households electrified under RDSS and 57.17 lakh households equipped with smart meters. New connections jumped from 8.44 lakh (2012-17) to 1.65 crore (2017-25), and distribution transformers nearly doubled from 13,04,475 to 27,91,844. A focus on renewable energy through solar and green hydrogen policies underscores this progress.
IT Expansion and Women's Empowerment Initiatives
The IT sector has seen explosive growth, with Software Tech Parks increasing from 4 in 2017 to 6 by 2026. Two parks are constructed, three more under construction, and new STPIs established in Meerut and Agra, with plans for Gorakhpur, Bareilly, and Varanasi. Electronics exports surged by 1058%, from Rs 3,862 crore to Rs 44,744 crore, and employment in STPI and SEZ reached 3,59,470 in 2024-25.
Women's empowerment has been a priority, with 26.81 lakh beneficiaries under the CM Kanya Sumangala Yojana and 36 lakh women identified under the Lakhpati Didi Yojana, of which 18.55 lakh have become Lakhpati Didis. Over 1 crore women are associated with Self-Help Groups, and 2,682 fair price shops have been handed to women SHGs. Women's labor participation rate soared from 13% to 36%, and old age pension increased from Rs 300 to Rs 1,000 per month. Additionally, women are now permitted to work night shifts in industrial areas.
Industry, Employment, and Social Sectors
Industry and employment have flourished, with the CM Yuva Udyami Vikas Yojana launched in 2024 promoting self-employment for 1,47,312 people. The state secured 197 MoUs for a defence corridor, distributed Rs 20.75 crore under the Start-Up Policy, and established its first semiconductor unit with an investment of Rs 3,700 crore. Exports grew from Rs 86,000 crore to Rs 1.86 lakh crore, while 60 lakh jobs were created, with an expectation of 1.1 crore jobs from investments totaling Rs 50 lakh crore. Private and government job selections have seen 15.96 lakh and over 9 lakh placements, respectively.
In health, 83 medical colleges are operational, with more than 31 nursing colleges under construction. The Ayushman Bharat scheme covers 1.31 crore families, and 1,025 Health ATMs are installed across all districts. The death rate plummeted from 0.91% to 0.03%. Education improvements include allocations of Rs 1,200 each for books, bags, and uniforms, with 1.32 lakh schools identified under Mission Kayakalp. Desk availability for students increased from 36% to 96.3%. Sports development is highlighted by the establishment of India's first sports university, the Major Dhyan Chand Sports University in Meerut.
