The Jan Vishwas amendment Bill represents a notable shift in regulatory approach, replacing punishment with monetary penalties for 11 categories of minor offences. This move aims to reduce the burden on the judicial system and promote ease of doing business. The Shops and Commercial Establishments Bill focuses on updating labor and commercial regulations to reflect contemporary economic needs.

Contentious Debate Escalates into Confrontation

During the debate on these bills, a sharp exchange erupted between Sandeep Sharma, who was presiding over the session, and state Congress chief Govind Singh Dotasra. The flashpoint occurred when Congress MLA Harimohan Sharma was speaking. Sandeep Sharma rang the bell to remind him about time limits, prompting Dotasra to object vehemently. Dotasra argued that interrupting a legislator with a bell during a bill debate was not standard parliamentary practice.

The objection quickly escalated into a heated argument. Sandeep Sharma insisted that the chair must be respected and termed Dotasra's remarks as unacceptable. BJP MLAs strongly objected to Dotasra's comments directed at the chair, leading to intense sloganeering. Opposition and treasury benches confronted each other across the floor, with Congress MLAs moving into the well of the House in protest.

Ministers and Presiding Officers Weigh In

Ministers Jogaram Patel and Avinash Gehlot accused the opposition of undermining the authority of the chair. Amid the din, Sandeep Sharma remarked that Dotasra's conduct was "street-like" and urged him to mind his language. With commotion refusing to subside, Arjunlal Jingar briefly took the chair and appealed for order, but sloganeering persisted, forcing a half-hour adjournment.

Proceedings Resume with Speaker's Intervention

When the House reconvened, Speaker Vasudev Devnani presided. Dotasra reiterated his objection to the bell ringing and alleged that Sandeep Sharma had reacted aggressively. In a controversial move, Dotasra even suggested that a medical test be conducted on Sharma. Speaker Devnani firmly objected to this remark, stating that such comments against the chair were impermissible as Sharma had been presiding at the time. He directed that the remark be expunged from the official record.

Legislative Outcome Despite Turmoil

Despite the uproar, discussion on the bills continued intermittently before the proceedings were adjourned. Ultimately, both bills were passed, ensuring that the ordinances do not lapse.
