Punjab Cabinet Approves Key Changes to Panchayat Reservation Roster
The Punjab state cabinet, in a significant administrative move, has given its formal approval to substantial modifications in the reservation roster system used for electing key leadership positions across various levels of local governance. This decision, announced on Friday, directly impacts the selection processes for chairpersons and vice-chairpersons of zila parishads and panchayat samitis, as well as sarpanches in village panchayats throughout the state.
Rationale Behind the Administrative Overhaul
Punjab Finance Minister Harpal Cheema provided detailed clarification regarding the cabinet's decision, explaining that it stems from recent alterations to the jurisdictional boundaries of blocks within six specific districts. "The changes follow the redrawing of jurisdiction of blocks in Patiala, Mohali, Ferozepur, Fazilka, Malerkotla, and Sangrur districts," stated Cheema. He emphasized that this territorial reorganization legally necessitates corresponding adjustments to the reservation frameworks governing these local bodies.
"Consequently, changes will have to be made in the reservation of posts of sarpanches of villages and chairpersons and vice chairpersons of zila parishads and panchayat samitis. The reservation roster will be changed in these areas," the Finance Minister added, underscoring the mandatory nature of this administrative update.
Specific Legislative Amendment Approved
The cabinet formally sanctioned an amendment to Rule 6 of the Punjab Reservation for the Offices of Sarpanches of Gram Panchayats and Chairmen and Vice Chairmen of Panchayat Samitis and Zila Parishads Rules, 1994. The primary objective of this amendment, as outlined by the government, is the "rationalising representation across categories."
This legislative action is strategically designed to streamline and balance the representation quotas allocated to various demographic groups. The focus is specifically on ensuring equitable reservation for:
- Scheduled Castes
- Scheduled Caste Women
- Women in general
- The General Category
Implementation Criteria and Fresh Roster Preparation
A critical provision within the approved amendment establishes a clear threshold for triggering a comprehensive roster revision. The rule stipulates that if 10% or more of the total number of zila parishads in the state are affected by such boundary changes, the entire roster for the rotation of reserved seats must be prepared anew.
This mechanism ensures that significant administrative reorganizations automatically lead to a complete recalibration of the reservation system. The fresh roster will govern the rotation of seats reserved for Scheduled Castes, Scheduled Caste Women, Women, and the General Category, aiming to maintain fairness and proportional representation in line with the altered territorial realities.
