Former Jammu and Kashmir Chief Minister Omar Abdullah has described the Union Territory with a dual power structure as the worst form of government. Speaking at a political event, Abdullah criticized the current administrative setup in Jammu and Kashmir, where power is shared between an elected government and the Lieutenant Governor appointed by the central government.

Omar Abdullah reiterated his party's demand for the restoration of Jammu and Kashmir's statehood. He said that the region should not be treated as a Union Territory but as a full state with its own constitution and elected government. He further criticized the central government for not consulting the people of Jammu and Kashmir before making major decisions regarding the region's political future. Abdullah called for a transparent and inclusive process to determine the region's governance structure.
