The general body meeting of the Nagpur Municipal Corporation (NMC) on Wednesday descended into complete disorder despite multiple warnings, prompting Mayor Neeta Thakre and the ruling administration to signal strict disciplinary action against nearly half a dozen corporators for continuous disruption of proceedings.

Flagrant Violations of House Rules and Procedures

Corporators were observed blatantly violating established rules by bringing relatives into the House chamber, with some even permitting individuals to shoot social media reels during official proceedings. The frequent disruptions during critical segments like question hour and substantive debates completely derailed discussions, as several members spoke without permission and consistently ignored fundamental procedural norms.

Both treasury and opposition benches were found equally culpable in violating rules, often interrupting speeches and transforming debates into platforms for unsubstantiated allegations and political rhetoric rather than constructive dialogue.

Situation Escalates During Illegal Hoardings Discussion

The situation reached a boiling point during a discussion on illegal hoardings, when relatives accompanying ruling party corporators began recording reels inside the House. Taking serious note of this breach, Mayor Thakre immediately ordered them to leave the premises. Some individuals from the opposition camp were also seen exiting following her firm directions.

On Wednesday, the mayor issued a stern final warning, directing all corporators to ensure that relatives and unauthorized persons are kept outside the House, explicitly stating that failure to comply would result in strict disciplinary measures.

Lack of Coordination and Procedural Breakdown

The proceedings also exposed a significant lack of coordination between the mayor and the ruling party leadership. During debates on crucial municipal issues including illegal markets, garbage vehicle operations, and hoardings, corporators repeatedly spoke out of turn without raising proper points of order.

Interruptions were frequent even during speeches by the mayor, ruling party leader, and opposition leader, demonstrating a complete breakdown of parliamentary decorum.

A motion raised by corporator Pintu Jhalke created particular confusion, as the ruling party leader sought to defer discussion while the mayor proceeded immediately, highlighting internal discord within the administration.

Discussions Veer Off Track with Unrelated Allegations

Similarly, discussions repeatedly veered off track, with unrelated issues like stray cattle management being inappropriately clubbed into other debates. Congress corporator Abhijit Jha was also observed digressing from agenda items and levelling corruption allegations without providing documentary evidence regarding the Bhandewadi dumping yard.

Mayor Admits Discipline Breakdown, Warns of Consequences

Admitting the complete breakdown of discipline, Mayor Neeta Thakre stated that adherence to rules remains poor despite repeated briefings and warnings. "We have issued warnings, but if corporators fail to comply, strict action is the only option left," she emphasized.

Ruling party leader Narendra Borkar echoed this stance, stating clearly that corporators who continue disrupting proceedings could face suspension for two to three general body meetings as a disciplinary measure.

The persistent chaos in NMC meetings raises serious questions about municipal governance efficiency and the ability to address Nagpur's pressing civic issues through proper legislative channels.
