Nagpur Municipal Corporation Seeks Financial Revamp Through New Revenue Streams

In a significant development for urban governance, Nagpur Municipal Corporation (NMC) is actively exploring innovative revenue generation strategies while simultaneously prioritizing substantial capital investment in essential civic infrastructure. Standing committee chairperson Shivani Dani made these announcements on Friday following the presentation of the 2026–27 budgetary proposals by municipal commissioner Vipin Itankar.

Professional Tax Emerges as Key Revenue Option

Dani revealed that one of the most promising revenue avenues under serious consideration is the implementation of professional tax. Municipal corporations across Maharashtra are legally empowered to impose this tax under provisions of the Maharashtra Municipal Corporations Act. The standing committee plans to formally request allocation of professional tax revenue from the state government, a move that could potentially generate approximately Rs 110 crore annually for the civic body's coffers.

"The budget presented by the commissioner provides a framework of expected income and expenditure. The standing committee, and later the general body, will examine it in detail before taking a final call on any changes," Dani stated during her media briefing.

Infrastructure Investment as Long-Term Strategy

The municipal leadership emphasized that strategic investments in five core civic services—roads, water supply, electricity, sewerage, and solid waste management—will serve dual purposes. Not only will these investments enhance public amenities and quality of life for Nagpur residents, but they are also expected to generate substantial long-term financial returns for the corporation through improved operational efficiency and asset value appreciation.

Multiple Revenue Streams Under Examination

The standing committee is conducting comprehensive reviews of several additional revenue sources beyond professional tax. These include entertainment duty payments that have been pending since 2017, recovery of outstanding municipal dues from various entities, and the release of approximately Rs 550 crore in pending funds from the state government across multiple budgetary heads.

"I will be travelling to Mumbai on March 17 to meet Chief Minister Devendra Fadnavis and follow up with the state government regarding professional tax, entertainment duty, and release of pending funds," Dani confirmed, highlighting the proactive approach being adopted.

Asset Management Modernization Initiative

In a parallel development aimed at optimizing municipal resource management, NMC plans to implement Geographic Information System (GIS) mapping technology alongside comprehensive asset audits of all municipal properties. This initiative will be executed through the estate department with the objective of creating complete digital records of civic assets, thereby enabling improved revenue collection from leases and other utilization arrangements.

"Several municipal properties currently lack complete records. Once GIS mapping and asset audits are carried out, the corporation will be able to properly identify these assets and improve revenue generation," Dani explained regarding this technological modernization effort.

Budgetary Process and Administrative Approvals

The standing committee has initiated detailed scrutiny of the proposed 2026–27 budget estimates, with revisions expected before final presentation to the NMC general body for official approval. In a separate administrative decision, the committee approved procurement of vehicles worth Rs 1.2 crore for the mayor, municipal commissioner, and other officials, with ruling party leader Narendra Borkar confirming this expenditure complies with established state government norms.

The coming weeks will see intensified budgetary deliberations as municipal authorities work to balance revenue enhancement with responsible fiscal management while ensuring Nagpur's infrastructure development remains on an accelerated trajectory.
