In a significant development for Nagpur's civic governance, Mayor Neeta Thakre has ordered a thorough audit of the Nagpur Municipal Corporation's (NMC) river and drain desilting operations. This decisive action comes in response to serious allegations of widespread financial irregularities that surfaced during Wednesday's Question Hour session.

The controversy erupted when NCP corporator Abha Pande raised explosive claims during the assembly proceedings. Pande alleged corruption worth crores of rupees, systematic favoritism in contract allocation, and collusion between contractors and civic officials. She characterized the situation as a "direct betrayal of Nagpur citizens" and demanded both an independent audit and the formation of a three-member inquiry committee to investigate the matter thoroughly.
Suspicious Data Patterns and Financial Discrepancies
Corporator Pande presented compelling evidence of questionable practices, highlighting alarming discrepancies in official records:
- Silt removal quantities showed a dramatic fluctuation, declining from 10,175 metric tonnes in 2021 to 7,160 metric tonnes in 2023, before spiking suspiciously to 12,822 metric tonnes in 2025
- Contractors allegedly received inflated payments based on questionable measurement practices
- Billing irregularities included machinery usage records showing up to 20 hours of operation daily - a figure Pande described as "impractical" and designed to inflate costs
- Inadequate documentation of tipper vehicle movements
- Failure to utilize Corporate Social Responsibility (CSR) resources that could have reduced public expenditure
Mayor's Response and Policy Framework
Mayor Neeta Thakre responded decisively to the allegations, announcing that strict action would be taken against anyone found guilty of misconduct. She further revealed plans to develop a comprehensive policy framework for silt and waste management, modeled after successful systems implemented in Mumbai and Pune.
"A policy will be framed, on the lines of Mumbai and Pune, for scientific utilization of silt and waste generated during the annual exercise," Thakre announced, signaling a shift toward more transparent and efficient municipal practices.

The financial dimensions of the controversy are substantial. Despite a budget allocation of Rs 7 crore for desilting operations, the NMC has already expended Rs 5.72 crore.
