Kolkata Election Officials Face Scheduling Conflict Over Dual Assignments
Booth-level officers (BLOs) throughout Kolkata are experiencing significant confusion and concern as they grapple with being assigned two separate election duties scheduled for the same day next month. The Election Commission has mandated that all BLOs serve as volunteers at voter assistance booths (VABs) established near polling stations in their respective areas. However, many of these officers have simultaneously received appointments to act as presiding officers in different constituencies, creating an impossible scheduling conflict.
Impossible Dual Responsibilities
The core issue centers on the physical impossibility of performing both roles simultaneously on election day. One BLO from Tollygunge explained the predicament: "I was initially instructed to volunteer at the local assistance booth. Subsequently, I received orders to serve as presiding officer in one of Kolkata South's four constituencies. Managing both assignments on poll day is simply not feasible." This BLO plans to formally raise the matter with the District Election Officer (DEO) to seek resolution.
Official Requirements and Eligibility Criteria
According to established Election Commission protocols, the DEO appoints a presiding officer for each polling station. West Bengal will deploy 80,719 polling booths, each requiring one presiding officer. EC officials have designated 96,863 presiding officers total, with 16,144 held in reserve. The state employs approximately 80,681 BLOs, predominantly schoolteachers. Not all BLOs qualify for presiding officer positions; typically, these roles go to assistant headmasters/headmistresses from government schools, college teachers, and officers from various government departments.
Training Conflicts and Role Clarification Requests
BLOs now face conflicting training requirements. After being directed to staff assistance booths, many have been summoned to attend specialized training workshops for presiding officers. A Howrah-based BLO expressed frustration: "Will I have the option to choose between these two assigned tasks? From my prior experience, a presiding officer carries immense responsibilities—collecting EVMs and VVPATs, arranging booth setups, conducting mock polls, overseeing poll commencement and closure, and sealing all election materials. This role demands undivided attention, making simultaneous assistance booth duties impossible."
Seeking Official Clarification
The BLO community is now urgently seeking official clarification from the Election Commission regarding whether they will be exempted from voter assistance booth duties if serving as presiding officers. The logistical challenge of being in two places at once has created widespread uncertainty among these essential election workers, who play a critical role in ensuring smooth democratic processes. Their dual assignment dilemma highlights the complex coordination required for large-scale electoral operations in densely populated urban areas like Kolkata.
