Kerala Government Implements LPG Rationing and Urges PNG Transition Amid Middle East Conflict

The Kerala state government has issued urgent guidelines to manage a potential LPG supply crisis triggered by the ongoing war in the Middle East. Authorities are urging citizens to avoid hoarding domestic LPG cylinders and refrain from panic booking, while simultaneously imposing strict restrictions on commercial LPG cylinder distribution.

Commercial LPG Supply Prioritized for Essential Services

In a statement released on Wednesday, the government outlined a tiered rationing system for commercial LPG cylinders. Supply will be prioritized, with hospitals, schools, Anganwadis, crematoriums, industrial canteens, educational institution hostels, community kitchens, subsidized hotels, old age homes, and orphanages receiving 100% of their actual LPG requirements.

Other commercial entities, including hotels, restaurants, canteens, food processing units, and kitchens operated by government or local institutions, will be allocated only 40% of their actual requirements. This measure aims to conserve limited LPG stocks and ensure critical services remain operational.

Mandatory Transition to Piped Natural Gas (PNG)

The guidelines explicitly mandate that all commercial and industrial LPG consumers must apply for piped natural gas (PNG) connections from city gas distribution facilities where available. The statement warned that failure to transition to PNG may lead to future LPG supply restrictions for non-compliant entities.

"All commercial consumers should adhere to government guidelines and transition to environmentally friendly and stable alternatives like PNG. Until the crisis is fully resolved, alternative fuel sources such as firewood can be used," the government advised.

Crisis Management Infrastructure Activated

To coordinate the emergency response, a state crisis management committee has been formed under the chairmanship of the chief secretary. The committee includes the secretary of the food and civil supplies department as convener, along with secretaries from related departments as members.

For emergency commercial LPG needs, the government has activated a dedicated portal where SOS applications can be submitted. A district crisis committee will review these applications and ensure gas availability is proportionate to demonstrated need.

Broader Context of Middle East Conflict Impact

These measures come amid significant regional disruptions caused by the Israel-Iran conflict. Recent reports indicate Amazon Web Services experienced disruptions following a drone attack in Bahrain, while Saudi Arabia and the United Arab Emirates are reportedly considering joining the conflict. Additionally, the United States is deploying its 82nd Airborne Division to the Middle East, and Iran has turned back a Pakistan-bound ship attempting to pass through the strategically vital Strait of Hormuz, citing lack of permission.

The Kerala government's proactive guidelines aim to mitigate the cascading effects of these geopolitical tensions on local fuel security, encouraging a permanent shift toward more sustainable and reliable energy sources like piped natural gas.
