Indore Development Authority Suspends Employee in Major Land Document Forgery Case
The Indore Development Authority (IDA) has taken decisive action by suspending a staff member following the discovery of forged documents used to obtain residential plotting approval for a significant land parcel in Bicholi, Rau. The fraudulent activity involved 0.526 hectares of land, raising serious concerns about procedural integrity within the authority.
Suspicious Email Triggers Investigation
The entire matter came to light when the joint director of town and country planning (T&CP) raised alarms about a suspicious email received on March 31. This email, which appeared to originate from IDA's land acquisition officer, contained a letter requesting layout approval for survey number 3/2 in Bicholi village. Upon meticulous examination, T&CP officials identified irregularities that suggested the document was not authentic.
The officials immediately alerted IDA authorities, prompting an internal investigation led by the chief town planner and land acquisition officer. Their findings confirmed the initial suspicions, revealing a calculated scheme to manipulate official processes.
Employee Identified and Suspended
The investigation pinpointed Shivam Srivastava, a timekeeper stationed in the legal branch, as the central figure in this scandal. According to the probe, Srivastava allegedly collaborated with external individuals to forge signatures and create fraudulent documentation to secure the land approval.
"The investigation is supported by significant evidence, including audio and video recordings in which Srivastava reportedly admits to his involvement in the act," stated IDA CEO Parikshit Zade. He further noted that the employee had been continuously absent from duty since April 1 and failed to respond to two separate show-cause notices issued on April 9 and April 13.
In response to these serious misconduct allegations, the IDA administration placed Shivam Srivastava under immediate suspension. During this suspension period, he is required to report to the single window desk and will receive a subsistence allowance as per established regulations.
Departmental Inquiry and Criminal Proceedings
A comprehensive departmental inquiry has been formally instituted to examine all aspects of this case. Law and land acquisition officer Sudeep Meena has been appointed as the inquiry officer with specific directives to complete the investigation and submit a detailed report within one month.
Additionally, IDA has proposed filing a First Information Report (FIR) against Srivastava and his accomplices to initiate criminal proceedings. This step underscores the authority's commitment to addressing the fraud through both administrative and legal channels.
The incident highlights vulnerabilities in document verification processes and serves as a cautionary tale for development authorities across the region. IDA's prompt response demonstrates their determination to maintain transparency and accountability in land allocation matters.
