In a significant push for urban modernization, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu inaugurated the second phase of the ambitious citizen connect programme in Shimla on Monday. The event, held at the historic Peterhoff, marked a major expansion of the state government's flagship 'Clean City, Prosperous City' initiative.
A Blueprint for Self-Reliant Urban Growth
Addressing the gathering, Chief Minister Sukhu outlined his vision for an inclusive and sustainable urban future. He emphasized that Himachal Pradesh is on a steady path towards self-reliance, driven by transparent governance and citizen-focused development. The launch included a suite of key initiatives designed to boost the urban economy, improve civic services, and leverage technology for public welfare.
Digital Transformation and Citizen Services Take Center Stage
A major focus of the announcements was on digital empowerment and easing service delivery. Sukhu launched the CM Urban Digital Identity Scheme and introduced nine new online citizen services to reduce physical visits to government offices. He particularly praised the Him Seva Facility Portal, calling it a unique, nationwide model that integrates multiple citizen services onto a single, accessible platform.
To further decentralize access, the government inaugurated 15 municipal shared services centres. In a move to support small businesses, the Chief Minister rolled out the Rajiv Gandhi Laghu Dukaandaar Sukh Kalyaan Yojana and distributed settlement letters to eligible small traders on the spot.
Major Investments and Infrastructure Projects Unveiled
The government unveiled a massive investment plan for urban infrastructure across the state. Sukhu announced upcoming projects with a total worth exceeding Rs 1,200 crore. Specific high-value projects highlighted include a Rs 400 crore shopping complex in Mandi and Rs 150 crore city beautification works in Hamirpur.
Other critical infrastructure launches included plans for central business districts in Hamirpur and Shimla and the introduction of hydraulic parking facilities to tackle urban congestion. The government also signed four Memorandums of Understanding (MoUs) with industrial houses to spur economic growth.
Recognition, Relief, and Future-Ready Planning
The event also served as a platform to recognize excellence. Urban local bodies were awarded for outstanding performance, and self-help groups received accolades under the Amrit Mitra Scheme. The winners of the Swachhata Survey were also honored, reinforcing the 'Clean City' mission.
In a significant relief measure for small entrepreneurs, CM Sukhu announced a one-time settlement support scheme for bank loans up to Rs 2 lakh. He detailed several other citizen-centric schemes, including the CM Urban Livelihood Guarantee Scheme, the rollout of digital door plates for households, promotion of biogas plants, and incentives for cities and towns based on their cleanliness rankings. The government is also committed to GIS-based urban planning for scientific development.

Urban Development Minister Vikramaditya Singh, who was present at the event, reaffirmed the administration's dedication to leveraging modern technology and ensuring efficient execution. He stated that these combined efforts are aimed at ensuring holistic and balanced urban growth across every region of Himachal Pradesh.
The wide array of schemes and the substantial financial commitment underscore the state government's multi-pronged strategy to transform its urban landscapes into engines of prosperity, cleanliness, and digital efficiency.
