Punjab and Haryana High Court Mandates Fresh Elections for Rampura Phool Block Samiti
In a significant judicial intervention, the Punjab and Haryana High Court has issued a directive for re-polling in the Rampura Phool block samiti located in Bathinda. The court has scheduled the fresh election to take place on April 1, 2024, under the strict supervision of the Bathinda Deputy Commissioner. This decision comes amidst allegations of electoral irregularities and misconduct during the initial election meeting held on March 18.
Court-Appointed Observer to Oversee Electoral Process
To ensure transparency and fairness, the High Court has appointed a lawyer as a poll observer for the upcoming election. This observer is tasked with monitoring the entire electoral process closely and will subsequently submit a detailed report directly to the court. The controversy stems from the election meeting conducted on March 18 to select the chairperson and vice-chairperson of the Rampura Phool block samiti. Members of the Shiromani Akali Dal (SAD) have raised serious allegations, claiming that despite holding a majority with 10 out of 18 members, they were deliberately prevented from participating in the electoral process. The SAD has accused the ruling Aam Aadmi Party (AAP) of employing high-handed tactics to undermine the democratic proceedings.

Rampura Phool Sub-Divisional Magistrate (SDM) Veerpal Kaur officially declared that the election could not be completed due to prevailing law and order issues, leading to its postponement. Political Allegations and Counterclaims
SAD spokesperson Arshdeep Singh Kler highlighted that the court's order for re-polling was based on the prayers presented in their petition. Senior SAD leader Sikandar Singh Maluka further elaborated on the allegations, stating that the ruling party abducted four SAD members and coerced three others to leave the election meeting at the block development and panchayat office in Phool. These claims have been vehemently refuted by Rampura Phool MLA Balkar Singh, who asserted that no one was obstructed from participating in the electoral process.

This directive follows a similar order issued by the High Court just a day earlier, on Tuesday, for fresh elections in the Baghapurana block samiti in Moga. In that case, the court mandated the election to be held on March 28 under the supervision of the Moga Deputy Commissioner, with an observer appointed to oversee the proceedings. These consecutive judicial orders underscore the court's commitment to upholding electoral integrity and addressing grievances in local governance bodies across Punjab.
The upcoming election on April 1 is poised to be a critical test of democratic principles in the region, with all eyes on the court-appointed observer to ensure a free and fair process.
