Goa Government Mandates Complete Commercial Closure for Annual Shirgao Jatra
The state government of Goa issued a decisive order on Saturday, requiring the complete shutdown of all commercial operations in Shirgao during the upcoming Shree Devi Lairai jatra. This significant religious festival is scheduled for April 21, prompting authorities to implement stringent measures to ensure order and safety.
Comprehensive Closure Order Details
According to the official directive released by Bicholim Sub-Divisional Magistrate Shubham Naik, all stalls, shops, hotels, and similar temporary or permanent commercial structures operating within every zone of Shirgao must remain strictly closed. This shutdown is effective from 6:00 PM on April 21 until 8:00 AM on April 22.
The order explicitly states that the restriction will not apply to stalls that have received specific approval from the collector. However, for all unauthorized establishments, a complete cessation of commercial activity is mandatory.
Prohibited Activities During the Shutdown
During the designated 14-hour period, the following activities are expressly forbidden within the notified zones:
- Sale of any goods or services
- Cooking or food preparation
- Storage or display of merchandise
- Customer entry into commercial premises
- Any allied commercial operations
The order further clarifies that no person shall erect, reopen, permit access to, or otherwise operate any unauthorized commercial structure during the restricted period, regardless of any claims of permission.
Geographical Scope of the Restriction
The commercial shutdown will be enforced across multiple critical areas of Shirgao to ensure smooth festival operations. The restriction applies to all unauthorized commercial structures within or affecting:
- Operational zones and access routes
- Pedestrian corridors and holding areas
- The Homkhand area and Main Tali area
- Emergency movement corridors
Enforcement Mechanism and Penalties
The Mamlatdar of Bicholim taluka has been appointed as the in-charge officer of a specially constituted joint task force responsible for strict enforcement of the order. This multi-agency force includes representatives from:
- Local police and fire services
- Electricity department
- Public Works Department (Roads and Buildings)
- Secretary of Shirgao village panchayat
The joint task force has been authorized to take immediate steps to ensure compliance, including closure of unauthorized operations and removal of obstructions. The police inspector of Bicholim police station and other personnel on bandobast duty will provide necessary assistance in enforcing the order and preventing breaches.
Any violation of this order will invite immediate action by the joint task force and penal action under Section 223 of the Bharatiya Nyaya Sanhita, 2023, in addition to other legal consequences permissible under law.
