Fresh Enforcement Directorate Raids Target Punjab Minister and Business Associates
The Enforcement Directorate (ED) has intensified its investigation into alleged financial irregularities in Punjab with a new series of raids conducted on Friday. This operation targeted Punjab minister Sanjeev Arora and his business partners, Hemant Sood in Ludhiana and Chandrasekhar Aggarwal in Jalandhar.
Details of the Latest Raids
In Jalandhar, ED officials descended upon multiple locations in the early morning hours. The team raided the residence of Chandrasekhar Aggarwal located in Guru Teg Bahadur Nagar. Simultaneously, they conducted searches at the office of his company, Mexmon Financials Pvt Ltd, situated near Jyoti Chowk. These actions mark a significant escalation in the ongoing probe, coming approximately a year and a half after previous raids on the same individuals.
Background of the Investigation
The current investigation traces back to October 7, 2024, when the ED's Jalandhar unit executed search operations at various business and residential premises connected to Sanjeev Arora's company, M/s Hampton Sky Realty (formerly known as Ritesh Properties Industries Ltd), along with its directors and partners, including Hemant Sood and Chandrasekhar Aggarwal. During that earlier phase, raids were also conducted at locations associated with M/s Royal Industries Ltd (RIL) and its directors, Gurmeet Singh and Pardeep Kumar Aggarwal.
Legal Basis and Allegations
The ED initiated its investigation based on a criminal complaint filed in a Ludhiana court under various sections of the Indian Penal Code against M/s Ritesh Properties Industries Ltd. Additionally, an FIR registered by Ludhiana Police against M/s Royal Industries Ltd provided further grounds for the probe. According to ED statements, both entities—M/s Hampton Sky Realty and M/s Royal Industries Ltd—were allotted industrial land by the Punjab government with specific conditions aimed at promoting industry in the state.
Investigation findings revealed serious violations:
- M/s Royal Industries Ltd allegedly sold the allotted industrial land in direct violation of the government's conditions.
- M/s Hampton Sky Realty reportedly changed the land use without obtaining necessary permissions from the Punjab government.
- The company subsequently developed a residential project and business park on the land while concealing material facts during permission applications.
The ED has stated that these activities resulted in significant financial loss to the Punjab government and generated substantial proceeds of crime, forming the core of their investigation.
Context and Timing
These latest raids occur while previous ED operations at premises linked to Aam Aadmi Party Rajya Sabha member Ashok Mittal and his family were still ongoing from Wednesday.
