Delhi Assembly Budget Session Commences Amid Political Tensions Over Suspended MLAs
The Delhi Assembly's budget session is set to begin on Monday with a traditional kheer ceremony, marking the start of a crucial legislative period. Following this ceremonial opening, Chief Minister Rekha Gupta, who also holds the finance portfolio, is expected to table Delhi's Economic Survey in the House, according to official statements.
Opposition Threatens Boycott Over Suspended AAP MLAs
Leader of Opposition Atishi has issued a strong warning that AAP MLAs will boycott the session unless Speaker Vijender Gupta revokes the suspension of four party legislators. The suspended MLAs include Chief Whip Sanjeev Jha, Jarnail Singh, Kuldeep Kumar, and Somdutt. They were suspended during the January session for allegedly disrupting House proceedings, and their suspension remains in effect as the previous sitting was not formally prorogued.
Officials clarified that the four were suspended for the entire session, and their suspension will only be lifted if the budget session is properly prorogued. This procedural detail has become a focal point of contention between the ruling and opposition parties.
Political Accusations and Counterclaims
In a letter to the Speaker, Atishi expressed deep concerns about the BJP's treatment of AAP MLAs, arguing that it violates democratic values and established legislative procedures. She urged the Speaker to address these issues and ensure the Assembly functions according to traditional norms.
Delhi BJP chief Virendra Sachdeva countered these allegations, suggesting that Atishi is struggling to accept that bills are now being passed and public issues are being raised effectively in the Assembly. He criticized the AAP government for previously using the Assembly primarily for political speeches rather than addressing Delhi's core problems and formulating efficient policies.
Key Legislative Agenda and Financial Oversight
Chief Minister Rekha Gupta will present her second annual budget on March 24, following her maiden budget of Rs 1 lakh crore last year. The session's first day will also feature the tabling of various Controller and Auditor General (CAG) reports, covering audits of Delhi's finances, revenue, children in need of care, and the Delhi Jal Board, among other areas.
Additionally, reports from the public accounts committee and privileges committee are expected to be presented. Members will raise constituency-specific issues under Rule 280, as outlined in the House's business list. AAP MLAs are also likely to highlight recent fire incidents during the session, adding to the agenda of public concerns.
The budget session thus unfolds against a backdrop of political rivalry, with procedural disputes and policy debates set to shape Delhi's legislative landscape in the coming days.
