Centre Grants FCRA Licence Renewal to Rural Development Trust in Andhra Pradesh
In a significant development providing major relief to hundreds of thousands of impoverished families across Rayalaseema, the Central government has officially renewed the Foreign Contribution Regulation Act (FCRA) licence of the Rural Development Trust (RDT) operating in Anantapur district. This decision concludes nearly a full year of uncertainty regarding foreign funding for one of the region's most substantial non-governmental organizations.
Political Tensions and Beneficiary Concerns
The licence renewal, which had been pending since April of the previous year, generated considerable anxiety among the numerous beneficiaries who depend on RDT's services. The delay transformed into a political flashpoint, with the opposition YSR Congress Party (YSRCP) accusing the National Democratic Alliance (NDA) government of neglecting the welfare of the poor. Founded by the renowned Spanish philanthropist Vicente Ferrer, RDT stands as one of the largest voluntary organizations in Andhra Pradesh, managing an annual budget of approximately ₹700 crore.
Over multiple decades, RDT has played an absolutely pivotal role in uplifting disadvantaged communities through comprehensive programs in education, healthcare, rural livelihoods, women's empowerment, and drinking water initiatives. Its work has been particularly crucial in drought-prone Anantapur and surrounding districts, where it has implemented transformative development projects.
Allegations and Government Intervention
The prolonged delay in licence renewal was reportedly connected to allegations concerning potential misuse of foreign funds and religious conversion activities—claims that were firmly denied by the state government. Andhra Pradesh authorities consistently maintained that RDT has been an essential partner in poverty alleviation efforts throughout the region. As political pressure mounted on the Telugu Desam Party (TDP)-led NDA government, sustained efforts were undertaken with the Central government to resolve the impasse.
Chief Minister Chandrababu Naidu confirmed that the issue was actively taken up with the Centre by highlighting RDT's extensive grassroots services and their critical importance to local communities. He expressed gratitude to Prime Minister Narendra Modi and Union Home Minister Amit Shah for ultimately resolving the matter, noting that earlier restrictions had disrupted essential services to thousands of villages across both Andhra Pradesh and Telangana.
Ministerial Responses and Future Operations
Human Resource Development and Information Technology Minister Nara Lokesh described the licence renewal as "good news" for the Telugu states, assuring that RDT's vital services in education, healthcare, employment generation, and empowerment would continue without further interruption. He specifically praised the NGO's leadership, including director Mancho Ferrer, for decades of sustained and dedicated service to marginalized populations.
With the FCRA licence now formally renewed, RDT is expected to resume full-scale operations immediately, bringing substantial relief and renewed hope to millions of residents across drought-affected Rayalaseema. The organization's reinstated funding capacity will enable the continuation and expansion of its poverty alleviation programs, ensuring that vulnerable communities receive the support they desperately need for sustainable development.
