Central Chennai's Electoral Battle: DMK Faces Hyperlocal Issues

Central Chennai's Electoral Landscape: A High-Stakes Political Contest

Central Chennai, home to nearly 15 lakh voters, is poised for intense electoral battles in the upcoming elections. The DMK is set to defend its dominant 2021 performance, where it swept all six constituencies by securing 4.6 lakh votes with a cumulative victory margin of 2.1 lakh votes. However, beneath this apparent dominance lies a nuanced and layered contest that could reshape the political dynamics of the region.

Layered Contests and Strategic Campaigns

While the DMK achieved decisive victories in some seats, others like Mylapore witnessed closely fought bouts, indicating potential vulnerabilities. The party's overall strength is evident, but momentum can shift with strategic moves by the opposition. In a calculated move, AIADMK general secretary Edappadi K Palaniswami launched the party's city campaign in Mylapore, alongside BJP's likely candidate Tamilisai Soundararajan, signaling a concerted effort to challenge DMK's stronghold.

Central Chennai presents a picture of stark contrasts. Showcase areas such as Anna Nagar and Thousand Lights boast visible infrastructure upgrades, while numerous neighbourhoods continue to struggle with poor civic amenities. This disparity means that hyperlocal issues could overshadow broader policy achievements, making grassroots concerns a critical factor in voter decisions.

Historical Strongholds and Fluctuating Constituencies

Constituencies like Chepauk–Triplicane, Egmore, and Thousand Lights have long been DMK fortresses, historically represented by leaders such as M Karunanidhi, M K Stalin, and now Udhayanidhi Stalin. The party's organizational strength and support from a sizable minority vote have cemented its hold, with the only significant breach occurring in 2011 during J Jayalalithaa's sweeping victory.

In contrast, areas like Anna Nagar and Mylapore have shown volatility, particularly among middle-class and upper-income voters. Political commentator Vamsi Chandran notes, "Winning here is as important as winning new territories elsewhere. Any dent here would have an impact in other constituencies." This underscores the strategic importance of these fluctuating seats in the broader electoral map.

Grassroots Grievances and Civic Concerns

DMK legislators, including Udhayanidhi Stalin, Dha Velu, N Ezhilan, and M K Mohan, have focused on consolidating their presence through welfare outreach and civic projects like stormwater drains, road relaying, and pedestrian plazas over the past five years. However, voter feedback highlights persistent issues.

In Anna Nagar and Mylapore, residents express dissatisfaction with civic quality, such as poor maintenance of power cables and junction boxes. Sandhya Vedullapalli, an Anna Nagar resident, states, "They started drain work here just before the model code of conduct came into effect. What was once a planned, peaceful, and walkable neighbourhood is now perceived as a congested and neglected place."

Other areas face distinct challenges:

  • Villivakkam and Egmore: Residents flag infrastructure gaps, including drainage issues and poor connectivity between public transport modes. P Rajarethinam from Villivakkam emphasizes, "We want the Otteri Nullah flooding to be addressed. Bus connectivity should be improved."
  • Chepauk and Triplicane: The fishing community complains about displacement due to the Blue Flag beach project, highlighting environmental and livelihood concerns.
  • Thousand Lights: While aesthetic upgrades like the Pedestrian Plaza at Khader Nawaz Khan Road and the Super Tree at Kalaignar Centenary Park are notable, interior roads in Choolaimedu and Teynampet remain in poor condition. Sivakaminathan, president of the Jeyapore Colony Residents Association, points out common issues: "There seems to be no solution to traffic congestion on Anna Salai, Cathedral Road, and Kodambakkam High Road, poor parking management, and pavement encroachment."

Opposition Dynamics and the 'X' Factor

The opposition parties, including AIADMK and BJP, face the challenge of capitalizing on these grievances. DMK cadres have been actively highlighting government achievements to voters, leveraging the accessibility of strong local leaders. In contrast, AIADMK's campaign is yet to gain full momentum on the ground.

A significant wildcard is the potential entry of actor Vijay, which could energize young and first-time voters in the core city. Many young voters express a desire for alternatives but remain undecided. If Vijay contests from Perambur, it might mobilize his Tamilaga Vettri Kazhagam (TVK) cadres, potentially fielding key functionaries to challenge DMK in its bastion.

Seeman's Naam Tamilar Katchi (NTK) also enjoys pockets of influence along the coastline, adding another layer to the competitive landscape. As the elections approach, Central Chennai's outcome will hinge on how effectively parties address hyperlocal issues and engage with diverse voter segments in this politically vibrant region.
