Bihar Introduces Time-of-Day Electricity Pricing System
Starting April 1, electricity consumers across Bihar will experience significant changes in their power bills as the state implements a new Time of Day (ToD) pricing mechanism. This system introduces variable electricity rates based on consumption time, with higher tariffs during peak hours and reduced rates during off-peak periods.
Three-Tier Pricing Structure
The Bihar Electricity Regulatory Commission (BERC) has established a comprehensive three-slot pricing framework that categorizes the day into distinct periods with different rate structures. According to BERC chairman Amir Subhani, this approach aims to balance supply and demand while addressing the state's power procurement challenges.
Off-Peak Hours (9 AM to 5 PM): During this first slot, consumers will benefit from reduced electricity costs, paying only 80% of the normal rate—representing a 20% discount compared to standard pricing.
Peak Hours (5 PM to 11 PM): This second slot represents the most expensive period for electricity consumption. Domestic consumers will pay 110% of the normal rate (10% higher), while commercial and industrial users face even steeper increases at 120% of their normal rates (20% higher).
Night Hours (11 PM to 9 AM): During the third slot, all consumer categories will pay 110% of the normal electricity rate, representing a 10% premium over standard pricing.
Rationale Behind the New System
Chairman Subhani explained that the ToD system addresses two critical challenges facing Bihar's power sector. "First, the state government must purchase electricity from the market at exceptionally high rates, necessitating better consumption management from electricity users," he stated.
"Additionally, central government regulations mandate effective demand management across all consumer categories. Many states have already adopted similar Time of Day systems to optimize electricity usage patterns," Subhani added, highlighting that Bihar's move aligns with broader national trends in power sector reform.
Impact on Bihar's Power Consumers
The new pricing mechanism will affect approximately 87 lakh consumers initially, though it eventually applies to all 2.21 crore electricity users in Bihar. Among these, 1.88 crore are domestic consumers who will need to adjust their usage patterns to minimize cost impacts.
Notably, the ToD system will apply uniformly across all consumer types, including those utilizing Smart Prepaid Meters. This comprehensive approach ensures consistent implementation while encouraging behavioral changes toward more efficient electricity consumption throughout the day.
The introduction of time-based pricing represents a significant shift in how Bihar manages its power resources, potentially reducing strain on the grid during peak periods while offering cost savings opportunities for consumers willing to shift their usage to off-peak hours.
