What began as a single resident's complaint about unauthorized commercial activity on a quiet Koramangala street has now escalated into a significant civic issue, revealing systemic enforcement failures by Bengaluru authorities. Despite multiple official notices being issued, authorities have failed to take concrete action on the ground, leaving residents frustrated and concerned about their safety and privacy.
The Initial Complaint and Resident's Concerns
Gilbert Millicent Nathan, a resident of 4th Block in Koramangala, first raised the alarm in November 2025 by writing to officials of what was then the BBMP, now the Greater Bengaluru Authority (GBA). He alleged that a residential building on 3rd Cross, 16th Main Road was being improperly used by a private electric vehicle battery company for research and development, testing, and assembly operations.
"The commercial building has caused a series of issues, primarily congestion, safety risks, and loss of privacy," Gilbert told TOI. "These problems have grown over two years with increased staff strength of over 40 people. These individuals are often partying and causing significant inconvenience to the entire neighborhood."
He expressed particular concern about his family's safety, stating: "The safety of my daughters has become a huge concern for us. The EV owners are not respecting our privacy, nor are they abiding by the rules established by the GBA."
Official Response and Notice Issuance
The issue was subsequently taken up by the Greater Bengaluru Authority, whose Health Officer for the BTM Zone issued a formal notice on October 11, 2025. This notice confirmed that the company was indeed carrying out commercial activities in a designated residential zone, which constitutes a clear violation of zoning regulations.
The official notice specifically cited multiple resident complaints regarding:
- Noise pollution from ongoing operations
- Air pollution concerns
- General neighborhood disruption
An inspection conducted by GBA officials found prima facie merit in the residents' claims, validating their concerns about the unauthorized commercial use of residential property.
Enforcement Failure and Ongoing Violations
In the notice, the GBA directed the EV battery firm to immediately cease all commercial operations within seven days. The authority warned that failure to comply would result in strict action, including potential closure of the establishment. However, despite this clear directive, the company has continued its operations unabated.
A senior GBA official acknowledged the enforcement failure, stating: "We have issued multiple notices to the company, but they have consistently failed to comply with our directives. We are preparing to take strict action in the near future."
The official revealed a complicating factor: "However, the company claims to have obtained No Objection Certificates from some residents and clearances from various government departments. We need to thoroughly verify the extent and validity of these documents before proceeding with enforcement actions."
