Belagavi City Corporation Implements Revised Property Tax Structure
The Belagavi City Corporation (BCC) has officially announced a revision in property tax rates, effective from April 1, with the objective of generating an additional Rs 2-3 crore in annual revenue. This strategic move is part of the corporation's broader fiscal planning for the upcoming financial year.
Detailed Breakdown of Tax Increases
For the new fiscal period, residential houses within Belagavi will experience a 3% increase in their property tax rates. In contrast, commercial and industrial buildings, along with all categories of real estate plots, are set to face a higher 4% hike. Property owners who settle their total tax liability by the end of April will be eligible for a 5% discount, providing an incentive for prompt payment.
Current Property Landscape and Revenue Projections
According to sources within the BCC, the city currently encompasses over 1.5 lakh properties, including both residential and commercial structures. Historically, these properties have contributed between Rs 75 to 80 crore in annual tax collections. With the implementation of the 3% increase, the BCC anticipates that annual tax revenue will likely surpass the Rs 100 crore threshold, marking a significant financial milestone.
BCC officials have further projected that the corporation stands to earn an extra four to five crore rupees from taxes levied on new commercial industry constructions and recently developed layouts. However, the organization continues to grapple with substantial tax leakage, estimated at Rs 8 to 10 crore annually, attributed to factors such as fluctuations in property measurements, inadequate record-keeping, and staff negligence.
Challenges in Tax Arrears Collection
Elected members of the BCC have raised concerns regarding the enforcement of tax collection. They note that while action is being taken against individuals with arrears ranging from Rs 2,000 to 3,000, there appears to be a lack of measures targeting those with significantly higher dues of Rs 5 to 10 lakh. Revenue department sources confirm that managing tax arrears has emerged as a major challenge for the BCC.
The data on tax arrears reveals a fluctuating trend over recent years: Rs 5.8 crore in 2021, Rs 4.08 crore in 2022, Rs 7.4 crore in 2023, Rs 4.6 crore in 2024, and Rs 7.5 crore in 2025. This inconsistency underscores the ongoing difficulties in effective revenue recovery.
Issues with Jurisdictional Overlap and Financial Loss
Siddu Hulloli, Commissioner of the Revenue Department at BCC, highlighted a critical issue where certain commercial and residential properties located within Gram Panchayat jurisdictions are availing of BCC services. Due to lower tax rates offered by Gram Panchayats, property owners are opting to pay taxes there instead, leading to increased financial losses for the BCC. This matter is being addressed with serious consideration.
Government Directive and Implementation Strategy
Kartik M, Commissioner of BCC, clarified that the government has issued a directive to increase property tax by three to five percent. In the interest of the public, the BCC has decided to implement the tax increase from April 1, limiting the hike to only three percent for residential properties, thereby balancing revenue generation with community welfare.
