Supreme Court Rebukes Mamata Banerjee Government Over Kolkata Metro Delays
The Supreme Court of India delivered a sharp reprimand to the Mamata Banerjee-led West Bengal government on Monday, accusing it of deliberately impeding the completion of the Kolkata Metro Orange Line. The court described the state's petition as "absolutely frivolous" and highlighted a pattern of obstruction that has stalled critical infrastructure development.
Frivolous Petition and Political Motives
A bench comprising Chief Justice Surya Kant and Justices Joymalya Bagchi and Vipul M Pancholi dismissed the state government's appeal against a Calcutta High Court order from December 23. The High Court had directed the government to arrange traffic diversions at the Chingrighata crossing to facilitate the installation of segment blocks on metro rail piers, a task pending since December last year.
The Supreme Court stated, "We find that the West Bengal government petition is absolutely frivolous, which exhibits the obstinate attitude of government authorities, who are hell-bent to delay and stall completion of the metro railway project in Kolkata." The bench emphasized that this behavior represents a "complete and deliberate dereliction of duty" and an abdication of constitutional responsibilities.
Election Excuses and Development Neglect
The West Bengal government had argued that assembly elections were imminent and requested time until May to implement the traffic diversions. The Supreme Court rejected this justification outright, noting that the trial run for the metro had been conducted in September. The bench pointed out that the government could have arranged diversions over two weekends but failed to act, allowing the model code of conduct to become an obstacle.
"For you, festivals are more important than development," the court remarked, referencing earlier instances where the government cited festivals as reasons for non-compliance. The bench added, "We do not want democratically-elected governments to knock at our doors for the purpose of stalling development work."
Consequences and Withdrawal Rejection
In a strongly worded observation, the Supreme Court suggested that senior officials in the Mamata government had escaped accountability. "This was a fit case where your chief secretary, DGP, and other authorities should have been subjected to some kind of action," the bench stated, praising the Calcutta High Court for its magnanimity.
Stung by the criticism, the West Bengal government attempted to withdraw its appeal. However, the Supreme Court refused this plea and proceeded to dismiss the appeal, affirming the High Court's order. The bench expressed confidence that the High Court would ensure timely implementation of its directives.

The Kolkata Metro Orange Line is a vital transport facility for the residents of Kolkata, aimed at easing urban congestion and enhancing connectivity. The Supreme Court underscored the project's significance, urging the state government to prioritize public welfare over political considerations.
The bench concluded, "You are duty-bound. You should have put your best foot forward expeditiously. This is an important transport facility for the public. Do not politicize the issue." The court's ruling reinforces the imperative for state governments to fulfill their developmental obligations without letting electoral cycles hinder progress.
