Odisha Chief Minister Announces Major Police Modernization and Cyber Security Initiative
In a significant move to bolster law enforcement capabilities, Odisha Chief Minister Mohan Charan Majhi has proposed the establishment of a state-of-the-art centre of excellence for cyber security with an allocation of Rs 89 crore. This initiative is specifically designed to empower the Odisha police in effectively countering the growing and sophisticated threats emerging from cyberspace.
Comprehensive Budgetary Allocations for Enhanced Policing
Presenting his budget speech, CM Majhi outlined a series of substantial financial commitments aimed at revolutionizing crime investigation and justice delivery systems across the state. "This centre will significantly strengthen our capabilities in cyber monitoring, advanced digital forensics, capacity building, and rapid response mechanisms," Majhi stated. He emphasized that this investment is crucial for enhancing the state's preparedness against technology-driven crimes and for ensuring secure digital governance for all citizens.
Beyond the cyber security hub, the budget includes Rs 30 crore dedicated to the modernization and strengthening of forensic science laboratories. This funding is intended to guarantee timely and high-quality forensic examinations, which are vital for successful prosecutions. Furthermore, an allocation of Rs 33 crore has been earmarked for the Crime and Criminal Tracking Network and Systems (CCTNS). This project aims to achieve seamless digital integration of police stations and criminal records, creating a unified and efficient database for law enforcement agencies.
Citizen-Centric Reforms and Emergency Response Upgrades
Highlighting a focus on technology-led and citizen-centric reforms, the Chief Minister has set aside Rs 117 crore under the Subhadra Surakhya Yojana. To drastically improve emergency response times and ensure faster public access to police, fire, and medical services, a proposal of Rs 61 crore has been made for the Emergency Response Support System, commonly known as dial 112.
Honoring the Fallen: A New Police Memorial
In a solemn tribute to police personnel who have made the ultimate sacrifice in the line of duty, CM Majhi announced a Rs 10 crore allocation for the construction of a police memorial in Bhubaneswar. Modeled on the National Police Memorial in New Delhi, this memorial will be built at the 7th OSAP Battalion campus. It is envisioned to serve multiple purposes:
- Commemorating the martyrs of the Odisha Police force.
- Providing a dedicated ceremonial space for Police Commemoration Day observances.
- Functioning as a heritage and knowledge hub to educate the public on Odisha's rich policing history.
- Fostering greater trust and understanding between the public and the police.
Dual Strategy to Combat Left-Wing Extremism
Reaffirming Odisha's commitment to the central government's goal of eradicating Naxalism by March 31, Chief Minister Majhi detailed the state's dual-pronged strategy. "On one front, we are intensifying security operations with the support of central armed police forces," he explained. "Concurrently, we are offering structured incentives and a comprehensive rehabilitation policy to encourage cadres to surrender, thereby effectively reducing the ranks of extremist groups." This approach underscores a balanced focus on both security enforcement and socio-economic rehabilitation to address the root causes of the issue.
