Bombay High Court Mandates Committee to Tackle Nagpur's Playground Crisis
The Nagpur bench of the Bombay High Court has taken decisive action to address the critical shortage and deteriorating condition of playgrounds across the city. On Thursday, a division bench comprising Justices Anil Kilor and Raj Wakode issued a landmark order for the formation of a committee headed by a retired judge to comprehensively examine this pressing urban issue.
Court Responds to TOI Report on Playground Absence
The court's intervention came after taking judicial notice of a Times of India report that highlighted the complete absence of a designated playground for children in the Hindustan Colony area on Amravati Road. During the hearing, the bench astutely observed that this problem is not confined to Hindustan Colony alone, indicating that the scope of the case would extend to encompass the entire city of Nagpur.
Residents presented compelling testimony about the severe consequences of this playground shortage. They pointed out that no land has been officially reserved for playgrounds in their locality, leaving children without any safe spaces for recreational activities. As a direct result, many children are forced to play on internal roads during evening hours, creating significant safety hazards due to vehicular traffic.
Broader Impact on Community Health and Well-being
The lack of accessible open spaces affects multiple segments of the population beyond just children. Elderly residents also suffer from the absence of suitable areas for walking or exercise, impacting community health and social interaction. This comprehensive understanding of the issue's ramifications informed the court's comprehensive approach to finding a solution.
Formation of Specialized Committee with Expert Members
The bench directed that a specialized committee be constituted under the leadership of a retired judge. This committee will have the crucial mandate to examine the playground crisis in detail and suggest concrete measures for protecting and developing playgrounds throughout Nagpur. The panel's composition will include:
- A retired official from the town planning department
- Officers from various local authorities
- Domain experts in urban planning and recreational spaces
The court has appointed amicus curiae Ravi Sanyal with the responsibility of suggesting appropriate names for membership on this proposed panel, ensuring qualified expertise guides the process.
Immediate Directives to Civic and Planning Authorities
In addition to establishing the committee, the bench issued formal notices to all concerned civic and planning authorities. These entities have been directed to file a detailed response within three weeks regarding the current condition, availability, and management of playgrounds across Nagpur. This immediate accountability measure ensures that local authorities must confront and document the extent of the problem.
The court clearly indicated that the committee will play a vital role in identifying systemic gaps in urban planning and recommending practical steps to ensure that adequate play areas and open spaces become available for children and residents in all urban neighbourhoods. This judicial intervention represents a significant step toward addressing long-standing deficiencies in Nagpur's recreational infrastructure and prioritizing community well-being in urban development planning.
