The Crime Branch in Panaji has registered a significant case against a foreign national for allegedly securing an Indian passport through fraudulent means. The accused, identified as Federico Pinapin Moreno, a 41-year-old Philippine national, was arrested on January 7 based on a complaint filed by the Regional Passport Office (RPO) in Panaji.
Forged Identity and Illegal Stay in Goa
According to Senior Police Officer Rahul Gupta, the accused used a completely fabricated identity to commit the fraud. Moreno allegedly submitted false information and concealed material facts to obtain an Indian passport from the Goa passport office under the fake name of Erica Achumi. Investigation revealed that he had been residing in Goa without a valid visa or any official permission from the competent authorities. During his stay, he was working as a hair stylist at a salon located in Porvorim.
Charges and Legal Provisions Invoked
The accused faces serious charges for his actions. The police have booked him under sections related to cheating and forgery. Crucially, he has been charged with violating key national laws, including:
- The Foreigners Act, 1946, and the Foreigners Order.
- The Passport Act, 1967, specifically Section 12.
- The Passport (Entry into India) Rules, 1950.
These charges underscore the gravity of obtaining official identity documents through deception.
Accomplice Arrested and Ongoing Probe
During interrogation, Moreno disclosed that he did not act alone. He named Vinit Bandiwdekar as an accomplice who allegedly assisted him in the process. Bandiwdekar's role was crucial in helping Moreno obtain an Aadhaar Card and other necessary documents required to apply for the Indian passport. Based on this revelation, the Crime Branch also arrested Vinit Bandiwdekar on January 7.
The case has highlighted potential vulnerabilities in the document verification process. The Crime Branch has stated that a further investigation is currently being conducted to uncover the full extent of the network and methodology used in this passport fraud.
