During a statewide videoconference review meeting held on Tuesday, State Transport Commissioner Arif Ahsan issued clear instructions to all district transport officers, additional DTOs, motor vehicle inspectors, ESI officials, and RTA Secretaries. He emphasized that these pending cases must receive top priority and that drivers who consistently violate traffic rules should face strict consequences without delay.

Ahsan outlined a systematic approach to enforcement:

  • Publication of vehicle registration numbers linked to repeated violations in newspapers
  • Issuance of legal notices to identified offenders
  • Conducting proper hearings before final decisions on licence actions

The Commissioner made it unequivocally clear that enforcement must be swift and decisive to effectively reduce road accidents caused by persistent rule-breakers. Districts reporting the highest number of pending cases include:

  1. Patna
  2. Bhagalpur
  3. Muzaffarpur

Comprehensive Road Safety Review

Beyond the enforcement drive against habitual offenders, Commissioner Ahsan conducted a thorough review of multiple initiatives aimed at enhancing road safety and public convenience. Key areas discussed during the meeting included:

  • Cashless Treatment Scheme: Progress on the proposed system designed to provide immediate medical assistance to road accident victims without financial barriers
  • Document Clearance: Status of pending registration certificates and driving licence applications
  • Infrastructure Development: Installation progress of PM E-Drive charging stations across the state
  • Permit Processing: Clearance of pending permit applications that have been delayed
  • Safety Compliance: Intensified checks for helmet and seatbelt usage enforcement

Commitment to Citizen-Centric Services

Reaffirming the government's dedication under the "Sabka Samman: Jeevan Aasaan" (Ease of Living) component of Saat Nishchay-3, Commissioner Ahsan stressed that transport-related services must reach citizens in a timely and seamless manner. He categorically stated that any unnecessary delay in delivering these essential services is completely unacceptable.

Ahsan issued specific instructions to officials regarding document processing:

  • Eliminate all pendency in printing or dispatch of driving licences and registration certificates
  • Clear all pending DL and RC applications without further delay
  • Ensure citizens receive their official documents promptly
