Assam ACS Officer Nupur Bora Arrested in Major Land Mutation Scam
The Chief Minister's Special Vigilance Cell made a significant arrest on Tuesday, taking into custody Assam Civil Service (ACS) officer Nupur Bora in connection with a widespread land mutation scam. This development adds another layer to the legal troubles facing the suspended officer, who was already out on bail from a previous disproportionate assets case.
Details of the Alleged Illegal Land Mutations
According to SSP Rosie Kalita of the CM's Special Vigilance Cell, the investigation has revealed that Officer Bora allegedly passed a staggering total of 524 illegal land mutation orders during her postings. The breakdown of these questionable orders is as follows:
- 284 illegal mutation orders were passed during her tenure in Barpeta district from mid-2023 to mid-2024.
- 240 illegal mutation orders were passed after her transfer to Kamrup district, where she served as Circle Officer of Goraimari revenue circle from mid-2024 until her initial arrest in September 2025.
Background of Previous Legal Entanglements
This arrest marks the second major legal action against Nupur Bora within a year. The officer was previously arrested in September 2025 on corruption charges related to possessing assets disproportionate to her known sources of income. Following that arrest, she was suspended from service and subsequently released on bail while the investigation continued.
The current case specifically focuses on her alleged involvement in illegal land transfers, adding substantial charges to her existing legal portfolio. The vigilance cell's investigation suggests a pattern of misconduct during her administrative postings across two districts.
Current Legal Proceedings and Judicial Action
Following her arrest in the land mutation case, Nupur Bora was produced before the Special Judges Court in Guwahati. The court has granted the investigating authorities two days of police remand, allowing them to conduct further interrogation and gather additional evidence related to the 524 alleged illegal land mutation orders.
The dual nature of the charges against the ACS officer—encompassing both disproportionate assets and systematic illegal land mutations—represents a significant corruption case that has drawn attention from both law enforcement agencies and the public. The CM's Special Vigilance Cell continues its investigation into both matters, suggesting that more developments may follow as the legal process unfolds.
