Goa Makes Coconut Worker Insurance Free from 2025-26

In a significant move to bolster social security for a vital agricultural community, the Goa state government has approved a major overhaul of the Kera Suraksha Insurance Scheme. The key reform makes insurance coverage completely free for all workers engaged in coconut-related activities, effective from the 2025–26 financial year.

From Shared Premium to Full State Support

The existing structure of the scheme required enrolled coconut pluckers to pay Rs 143 as their 15% share of the total annual premium of Rs 956. The remaining Rs 813 was covered by the Coconut Development Board. Despite awareness campaigns, officials observed persistently low enrolment, especially among traditional coconut pluckers who were hesitant or unable to pay their share.

To eliminate this barrier, the amended scheme mandates that the state government will now fully bear the beneficiary's premium contribution. This amount will be determined periodically by the Coconut Development Board. This pivotal change transforms the insurance from a partially subsidised benefit to a completely free safety net for thousands of workers.

Expanded Coverage for a Wider Range of Workers

The revised scheme not only removes the financial cost for workers but also significantly broadens the scope of who is eligible for protection. The insurance coverage, which remains at Rs 7 lakh (or as revised by the Board), will now extend beyond just coconut pluckers.

It will encompass all labourers working on coconut farms, with special inclusion for those performing high-risk tasks. The covered activities now explicitly include:

  • Tree climbing for plucking or maintenance
  • Neera tapping
  • Hybridisation work
  • General harvesting activities

Furthermore, the safety net has been cast wider to include workers involved in post-harvest processes. This means labourers engaged in coconut peeling and de-shelling, whether on farms or in small-scale coconut-based industries across Goa, are now covered under the scheme.
