Uttar Pradesh Launches 15-Day Jal Mahotsav to Empower Gram Panchayats with Water Supply Management
The State Drinking Water and Sanitation Mission (SWSM) in Uttar Pradesh has initiated a significant 15-day Jal Mahotsav, a festival dedicated to water, which commenced on Sunday. This ambitious program is designed to formally transfer the responsibilities of water supply management to gram panchayats in villages that have successfully achieved complete piped water coverage under the central government's Jal Jeevan Mission.
Extensive Reach Across the State
The Jal Mahotsav is scheduled to run until March 22 and will be conducted in over 22,000 villages spread throughout Uttar Pradesh. This widespread implementation underscores the state's commitment to decentralizing water governance and ensuring sustainable access to clean drinking water for all rural households.
One of the inaugural events was held at the Hussainabad Doolahpur gram panchayat, located in the Gosainganj area of Lucknow. The ceremony was inaugurated by Mohanlalganj MLA Amresh Kumar, who symbolically handed over a Jal Kalash, a ceremonial water pot, to the gram pradhan, Harinaam. This gesture marked the official handover of water supply operations to the local panchayat.
Infrastructure and Household Coverage
According to officials present at the event, tap water is currently being supplied to 760 households within the Hussainabad Doolahpur Gram Panchayat. Dr. Rajshekhar, the Managing Director of the Rural Water Supply Department, provided detailed insights into the infrastructure developments. He revealed that approximately 11 kilometers of pipeline have been laid in the village to ensure that every household receives tap water.
Dr. Rajshekhar further emphasized the scale of this initiative, stating, "Similar programs are being organized in many villages across the state." He highlighted the transformative impact of the Jal Jeevan Mission, noting that before its implementation, there were only about 25,000 tap connections in rural Lucknow. This number has now surged to an impressive 2.25 lakh connections, demonstrating a substantial improvement in water access.
Emphasis on Conservation and Community Responsibility
During his address to the gathering, MLA Amresh Kumar reiterated the state government's dedication to ensuring that tap water reaches every household. He also issued a strong appeal to villagers to prioritize water conservation. "The government has provided tap water to every home. Now, its conservation is your responsibility. Not a single drop of water should be wasted, and it is the responsibility of every resident to make sure that water reaches every needy person," Kumar asserted.
As part of his visit, the MLA conducted a thorough inspection of household water connections to assess the functionality and reliability of the newly established infrastructure.
Recognition and Long-Term Management
The event also served as a platform to honor the contributions of local leaders. A total of 42 gram pradhans from various districts, including Lucknow, Sitapur, Hardoi, Hamirpur, and Bareilly, were felicitated for their exemplary work under the Jal Jeevan Mission. This recognition aims to motivate other panchayats to strive for similar achievements in water management.
Officials clarified that the executing agency will retain responsibility for the operation, maintenance, and water quality monitoring of the supply systems for the next decade. This ensures that the transition to gram panchayat management is supported by professional oversight, guaranteeing the sustainability and safety of the water supply.
The launch of the Jal Mahotsav represents a critical step in Uttar Pradesh's journey towards self-reliant rural water management. By empowering gram panchayats, the state aims to foster local ownership and accountability, ultimately enhancing the efficiency and longevity of water supply services under the Jal Jeevan Mission.
