Kerala Government Allocates Rs 1 Crore Per District for Summer Disaster Mitigation
In a proactive move to address seasonal challenges, the Kerala government has decided to allocate Rs 1 crore each to district collectors across the state for summer disaster mitigation and preparedness activities. This significant decision was made during a high-level meeting on summer disaster preparedness, chaired by Chief Minister Pinarayi Vijayan on Tuesday in Thiruvananthapuram.
Comprehensive Review of Summer Preparedness
The meeting conducted a thorough review of the state's readiness for the upcoming summer months, emphasizing the critical need for heightened vigilance against a range of potential hazards. Key concerns identified include drought conditions, drinking water scarcity, wildlife attacks, lightning strikes, heat-related health issues, and fire incidents. The allocated funds are intended to empower district administrations to implement preventive measures and coordinate effective response mechanisms at the local level.
District-Level Coordination and Local Heat Action Plans
Chief Minister Vijayan directed that district-level summer preparedness meetings be convened promptly to assess specific risks and ensure coordinated actions by various government departments. Highlighting a successful model, he pointed to Moodadi grama panchayat in Kozhikode, which has already prepared a local heat action plan. Vijayan instructed that all local self-government institutions across Kerala develop similar plans based on this model, ensuring tailored responses to local conditions.
Additionally, a wide and intensive public awareness campaign will be launched to educate citizens about necessary precautions during the summer months, promoting community resilience and safety.
Enhanced Health Sector Preparedness
The meeting also focused on bolstering the health sector's readiness for summer-related challenges. The health department will launch special heat clinics, and all primary health centres will be equipped to provide first aid for conditions such as sunstroke and other heat-related illnesses. This initiative aims to reduce health risks and ensure timely medical intervention during peak summer periods.
Ensuring Drinking Water Availability
District administrations have been instructed to prioritize drinking water availability in public spaces. This includes setting up water kiosks and temporary water distribution points, known as Thanneer Panthals, at locations where people are likely to spend extended periods, such as major markets, junctions, and bus stands. Existing water kiosks will be repaired, and additional ones installed where necessary, with officials ensuring the quality of drinking water supplied to the public.
Special Arrangements for Students and Agriculture
Chief Minister Vijayan directed authorities to ensure adequate arrangements in examination halls, including proper ventilation and availability of drinking water for students, to mitigate heat-related stress during exams. Furthermore, measures will be taken to prevent saltwater intrusion and protect agricultural crops during the summer months, safeguarding both food security and farmers' livelihoods.

The meeting was attended by key officials, including ministers K Rajan, Roshy Augustine, and K Krishnankutty, along with the chief secretary, district collectors, land revenue commissioner, Kerala State Disaster Management Authority member secretary, and other senior officials, underscoring the government's commitment to comprehensive summer preparedness.
