The Himachal Pradesh Electricity Regulatory Commission (HPERC) has issued a tariff order that will bring a slight reduction in electricity costs for consumers across the state. Effective from April 1, 2026, all consumer categories will see their power tariffs reduced by one paisa per unit.

Financial Framework Behind the Tariff Adjustment

This nominal reduction comes despite the Himachal Pradesh State Electricity Board Limited (HPSEBL) projecting a higher annual revenue requirement (ARR) for the 2026-27 financial year. The commission has estimated the ARR at Rs 8,636 crore, which represents an increase from the previous year's Rs 8,403 crore.

However, the average cost of supply has experienced a marginal decline, dropping to Rs 6.75 per unit from Rs 6.76 per unit. This slight decrease in supply costs has created the fiscal space necessary to implement the one paisa per unit tariff reduction across the board.

The revised tariff structure introduces specific rates for different consumer segments:

  • Lifeline Consumers: Those using up to 60 units will pay Rs 4.71 per unit.
  • Domestic Consumers: For consumption between 1–125 units, the rate will be Rs 5.44 per unit, while usage above 125 units will be charged at Rs 5.89 per unit.
  • Commercial Consumers: Will pay between Rs 6.20 and Rs 6.39 per unit depending on specific usage patterns.
  • Small and Medium Industries: Tariffs will range from Rs 5.60 to Rs 5.71 per unit.
  • Large Industries: Rates will vary between Rs 5.45 and Rs 5.85 per unit, with the exact amount determined by voltage levels.
