Gurgaon's Waste Management in Peril as Tender Process Drags On

More than 18 months after Gurgaon's door-to-door waste collection system descended into uncertainty, the Haryana government has still not appointed an agency to manage the critical service. This prolonged delay has left the city reliant on temporary and often unreliable arrangements, exacerbating public health and environmental concerns.

Minister Cites Wage Hikes as Key Cause for Hold-Up

When questioned about the extensive timeline and multiple revisions to the Request for Proposal (RFP), Haryana Urban Local Bodies (ULB) Minister Vipul Goel pointed to recent wage increases as the primary factor. "The wages have increased, which need to be incorporated. The Haryana government has increased these in the budget and implemented them. So naturally, they will be included in this tender," he explained. Minister Goel maintained that aside from integrating these revised wages, all other aspects of the door-to-door collection plan are proceeding as intended.

Sixth RFP Revision Forces Scrapping of Bidding Process

As reported earlier, the Municipal Corporation of Gurgaon (MCG) was compelled to cancel its ongoing bidding process for the Rs 315.2-crore project after the ULB department issued the sixth revision of the RFP. Each iteration has altered crucial elements of the tender, including eligibility criteria and financial structures, effectively resetting the entire procedure to its initial stages.

The civic authority is now preparing another revised cost estimate before new tenders can be issued, further postponing the implementation of a unified waste collection system. "We have prepared an estimate of around Rs 700 crore for the city's door-to-door waste collection for five years. The cost has escalated because of the increase in number of vehicles to around 700 vehicles. We will send it to the ULB by the end of day," stated MCG Commissioner Pradeep Dahiya.

Residents Bear Brunt of Systemic Delays

The continuous postponement has forced Gurgaon to depend on makeshift waste collection solutions since the termination of its previous contractor in June 2024. With no definitive timeline in sight, the disparity between policy assurances and practical reality continues to expand, leaving inhabitants to cope with the repercussions of a system trapped in endless revision cycles.

This situation highlights broader issues in municipal governance and bureaucratic efficiency, as key public services remain unresolved. The escalating costs and procedural setbacks underscore the urgent need for streamlined administrative processes to address essential urban infrastructure challenges.
