Chandigarh Municipal Corporation Advances Parking Reforms with Time-Bound Charges and Underground Optimization

In a significant move to tackle urban congestion, the Chandigarh Municipal Corporation is set to implement time-bound parking charges and enhance the utilization of multi-level underground parking facilities. This initiative follows a high-level meeting chaired by UT Chief Secretary H Rajesh Prasad, who directed the civic body to expedite these measures as part of a broader strategy to improve parking management in the city.

Time-Bound Parking Charges: A New Era for Smart Parking

The introduction of time-bound parking charges marks a pivotal step in Chandigarh's parking policy. These charges, which will apply to pay-per-use parking in MC-managed lots, are designed to be structured with specific time slabs, such as up to 4 hours, 4-8 hours, and beyond. This system aims to encourage shorter stays and reduce long-term parking in high-demand areas, thereby alleviating traffic bottlenecks.

Originally planned under the smart parking system, which has yet to be fully rolled out, the time-bound charges were approved by the MC house earlier but were contingent on the implementation of the smart parking infrastructure. Dynamic pricing, which involves higher rates during peak hours and lower rates during off-peak times, has also been under discussion as part of the smart parking project since 2025, reflecting a forward-thinking approach to urban mobility.

Building on the Success of MC One Pass

The move towards time-bound charges comes on the heels of the successful launch of the 'MC One Pass' earlier this year. This parking pass system has gained substantial traction, with over 9,000 passes availed by city residents to date. The passes offer flexible options for both four-wheelers and two-wheelers, providing significant cost savings and convenience.

For four-wheelers, the monthly pass is priced at Rs 500, with quarterly, half-yearly, and yearly passes available at Rs 1,200, Rs 2,200, and Rs 4,200, respectively. This translates to effective monthly costs of Rs 400, Rs 367, and Rs 350, offering savings of nearly 30% compared to daily rates. Two-wheeler users can opt for a monthly pass of Rs 250, with quarterly, half-yearly, and yearly passes at Rs 600, Rs 1,100, and Rs 2,100, reducing effective monthly costs to Rs 200, Rs 183, and Rs 175, respectively.

Optimizing Underground Parking: A Key to Reducing Surface Congestion

With parking scarcity becoming a critical issue, especially in bustling commercial hubs like Sector 17 and Sector 8, the UT administration has directed the MC to optimize the existing multi-level underground parking facilities. This includes making operational currently unused underground parking spaces and implementing strategies to boost their utilization.

"All necessary strategies to be undertaken for creating awareness about the underground multi-level parking, including installation of adequate signboards at appropriate locations," the UT has instructed the MC. This directive aims to address the low usage of underground parking, which has been attributed to lax enforcement of parking regulations, leading to vehicles being parked on pavements and roadsides in busy areas.

Enforcement and Penalties: Curbing Improper Parking

The MC has highlighted that slack enforcement has contributed to the underutilization of underground parking. In response, the civic body has written to the traffic police to crack down on illegal parking on roadsides and pavements. During the recent high-level meeting, the UT chief secretary directed the police department to ensure strict enforcement through penalties for improper parking, aiming to redirect vehicles to designated parking areas.

This comprehensive approach—combining time-bound charges, optimization of underground facilities, and enhanced enforcement—is expected to significantly improve parking management in Chandigarh, reducing congestion and promoting a more organized urban environment.
