In a significant move to enhance transparency and elevate educational standards, the Uttar Pradesh government has announced a comprehensive monitoring system for all state and private universities. The initiative will involve tracking institutional performance through a quarterly dashboard based on Key Performance Indicators (KPIs).
New Dashboard System: Parameters and Implementation Timeline
The new review mechanism is set to become operational from the third quarter of the 2025-26 academic session (October to December). Universities will be evaluated across a detailed framework of 26 parameters, organized into six broad categories. Each category carries a specific weightage in the overall 100-point score.
The six categories and their respective points are:
- Student Outcome and Academic Delivery (30 points)
- Digital Identity (20 points)
- Research and Industry Linkage (20 points)
- Quality and Accreditation (6 points)
- Good Governance, Compliance, and Service Delivery (12 points)
- Finance, Human Resources, and Operations (12 points)
The RAG Rating: Green, Amber, and Red Categories
Special Secretary of Higher Education, GK Tyagi, issued directives to all vice-chancellors, outlining the new ‘RAG’ (Red, Amber, Green) rating system. The classification will be strictly based on the scores achieved on the leaderboard.
A score of 85 and above will place a university in the Green category. Institutions scoring between 70 and 84 points will fall into the Amber bracket. Any university securing a score below 70 will be marked in the Red category, indicating poor performance and requiring immediate intervention.
Reporting Protocol and Corrective Measures
The process mandates that within 15 days after each quarter ends, the KPI dashboard prepared by the VCs must be submitted to the Higher Education Directorate or the UP State Higher Education Council. Following validation, a concise report will be forwarded to the government within a subsequent seven-day window.
To ensure academic integrity, the academic KPIs will be certified by the university's Internal Quality Assurance Cell (IQAC). A crucial provision states that if a university's KPI remains in the Red category for multiple consecutive quarters, the concerned vice-chancellor will be obligated to submit a corrective action plan to the authorities within 15 days.
After the review, the state's higher education department will compile a public leaderboard displaying the KPI scores, RAG status, and progress metrics of all universities. Tyagi confirmed that this leaderboard will be accessible on an online dashboard portal at the government level. All VCs have been instructed to ensure that the first dashboard report is submitted by mid-January 2026.
This systemic overhaul aims to foster a culture of accountability and data-driven governance in Uttar Pradesh's higher education sector, pushing universities towards continuous improvement and excellence.
