Patna: The Union Budget 2026-27 has left Bihar's industrial community with mixed feelings, as industry representatives express disappointment over the lack of state-specific measures while acknowledging the budget's overall positive impact on both the nation and the state. The absence of targeted initiatives for Bihar has raised concerns among local business leaders who had hoped for a development booster dose.

Missed Opportunity for Industrial Acceleration

Bihar's industrial sector, grappling with limited industries and employment opportunities, had anticipated specific budgetary provisions to accelerate economic growth. "Bihar required a booster dose in the Union Budget to accelerate development, given the lack of industries and employment opportunities in the state. But no specific efforts have been made for Bihar. It is, however, overall good for the country," stated Ram Lall Khetan, President of the Bihar Industries Association.

This sentiment reflects a broader concern that while the budget contains numerous national-level initiatives, Bihar's unique developmental needs have not received dedicated attention in this fiscal plan.

Contrast with Previous Year's Focus

The current budget presents a stark contrast to last year's Union Budget, which placed Bihar in the spotlight during election season. Union Finance Minister Nirmala Sitharaman, dressed in a traditional Madhubani sari, announced several significant schemes for the state, including:

  • Establishment of the Makhana Board
  • Development of a greenfield airport
  • Funding for the Western Kosi Canal Project
  • Provisions for the Kosi-Mechi rivers linking project
  • Development of Vishnupad and Mahabodhi Temple corridors
  • Expansion plan for IIT Patna
  • National Institute of Food Technology, Entrepreneurship, and Management in Bihar

This year, however, Bihar finds only indirect mentions in the Union Budget, with Patna receiving attention primarily through a proposed ship repair centre alongside Varanasi.

Despite the absence of direct state-specific measures, Bihar stands to gain from several broader national initiatives outlined in the Union Budget 2026-27. These include:

  1. The Varanasi-Siliguri high-speed rail corridor
  2. Growth plans for Tier-2 and Tier-3 cities
  3. Establishment of girls' hostels in every district
  4. SHE-Mart initiatives for women entrepreneurs
  5. Schemes promoting self-reliance in natural fibres including silk, wool, and jute
  6. Textile expansion and employment schemes to modernize traditional clusters
  7. Samarth 2.0 program to upgrade textile skilling ecosystems in regions like Bhagalpur and Gaya

Urban centers across Bihar, including Patna, Muzaffarpur, Bhagalpur, Darbhanga, Begusarai, Nalanda, Purnia, and Gaya, are expected to benefit from additional development funds allocated to cities with populations exceeding five lakh.

Bakshi Amit Kumar Sinha, faculty member at the Bihar Institute of Public Finance and Policy (BIPFP), provided detailed insights into how Bihar might benefit from the budget's broader framework. "Women's hostels across all 38 districts, alongside Self-Help Entrepreneur-Marts for rural women-led enterprises, provide a dual-purpose framework for enhancing both safety and income generation," he explained.

Sinha further elaborated on several key initiatives that could unlock advanced investment opportunities in Bihar:

  • The Mahatma Gandhi Gram Swaraj initiative focusing on revitalizing khadi, handloom, and handicrafts
  • Biopharma SHAKTI (Strategy for Healthcare Advancement through Knowledge, Technology and Innovation)
  • India Semiconductor Mission 2.0
  • Electronics Components Manufacturing Scheme

"The strategic focus on Purvodaya states ensures that Bihar is a primary beneficiary of targeted tourism development, leveraging its cultural heritage for regional economic revitalization. The Budget introduces transformative logistical and social interventions specifically tailored to Bihar," Sinha emphasized.
