Goa Speeds Up Water Metro Project, DPR in Two Months

Panaji: The Goa government has intensified efforts to advance the proposed water metro project. According to the River Navigation Department (RND), the Union government has advised the state to prepare a detailed project report (DPR) immediately and submit it for consideration of financial assistance. In response, the Goa government has initiated the process of appointing Kochi Metro Rail Limited to prepare the DPR. The report is expected to be completed within the next two months.

“River navigation minister Subhash Phal Desai is following up the water metro project with the Centre for putting it on fast track,” said RND director Vikram Raje Bhosale.

TOI had reported in November 2025 that Kochi Metro Rail Ltd began a detailed survey across 28 locations in Goa as part of a feasibility study for the proposed mass water transit system. The study assessed potential routes and passenger demand for a future water taxi network across the state.

Following the feasibility study, the Kochi team identified eight feasible routes covering around 111 km across Goa. These include Panaji–Narve, Betim–Old Goa, Old Goa–Sarmanas, Vasco–Cortalim, Cortalim–Durbhat, Old Goa–Cumbarjua, Panaji–Dona Paula–Vasco and Panaji–Chapora. A ninth route, including a sea-route stretch from Chapora to Keri and Tiracol, is also under consideration.

The state government is optimistic that the water metro project will enhance connectivity, reduce traffic congestion, and boost tourism. The DPR will outline the technical and financial details, including estimated costs and funding mechanisms. Once submitted, the Centre will evaluate the proposal for financial assistance.
